The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Birmingham.

Judicial Business

1.  Sepet (FC) and another (FC) (Appellants) v. Secretary of State for the Home Department (Respondent)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 3rd July next (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.

2.  Appeal Committee—The 86th Report from the Appeal Committee was agreed to and the following Order was made—

    Regina v. Crown Court at Manchester (Respondents) ex parte McCann (FC) and others (FC) (by their mother and litigation friend Margaret McCann) (Appellants)—That the petition of Liberty that they might be heard or otherwise intervene in the said appeal be allowed.

3.  Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

    Medical Devices Regulations 2002, laid under the European Communities Act 1972.      (618)

4.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.      Report for February-April 2002 of the Parliamentary Commissioner for Administration on Access to Official Information, laid under the Parliamentary Commissioner Act 1967;

    2.      Report and Accounts for 2000-01 of the Criminal Injuries Compensation Authority, laid under the Criminal Injuries Compensation Act 1995.

5.  Statutory Instruments—The 30th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft European Union Extradition (Amendment) Regulations 2002;

      Draft Horticultural Development Council (Amendment) Order 2002;

      Draft Vehicular Access Across Common and Other Land (England) Regulations 2002;

      Draft Criminal Justice Act 1988 (Offensive Weapons) Order 2002;

      Draft Financial Services and Markets Act 2000 (Financial Promotion) (Amendment) (Electronic Commerce Directive) Order 2002;

      Draft Criminal Justice and Police Act 2001 (Amendment) Order 2002;

    it was ordered that the Report be printed. (HL Paper 125)

Public Business

6.  Adoption and Children Bill—A bill to restate and amend the law relating to adoption; to make further amendments of the law relating to children; to amend section 93 of the Local Government Act 2000; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. (HL Bill 82)

7.  Working Practices of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that this House takes note of the Report by the working group appointed to consider how the working practices of the House can be improved, and to make recommendations (HL Paper 111); and that the report be remitted to the Procedure Committee, with an instruction that it makes by 8th July recommendations, for approval by the House, as to the implementation of the Report; then it was moved by the Lord Denham, as an amendment thereto, to leave out all the words after “Committee”; after debate, the amendment was (by leave of the House) withdrawn; then the original motion was agreed to.

8.  Health Service (Control of Patient Information) Regulations 2002—It was moved by the Lord Hunt of Kings Heath that the draft Regulations laid before the House on 26th March be approved; then it was moved by the Earl Howe, as an amendment thereto, at end to insert, “subject only to Her Majesty’s Government undertaking that they will protect the continuing work of cancer registries and protect the public from communicable diseases with the minimum infringement of patient confidentiality and that in all other circumstances patient confidentiality should remain paramount”; after debate, the amendment was (by leave of the House) withdrawn; then the original motion was agreed to.

The House was adjourned at twelve minutes past ten o’clock

till tomorrow, half-past two o’clock.

The Committee met at half-past three o’clock.

Tax Credits Bill—The bill was further considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the Committee was adjourned after amendment 65.
