The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Guildford.

Judicial Business

1.  Regina v. Crown Court at Manchester (Respondents) ex parte McCann (FC) and others (FC) (by their mother and litigation friend Margaret McCann) (Appellants) (England)—The appeal of Sean McCann, Joseph McCann and Michael McCann was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 19th June next.

2.  Rees (Respondent) v. Darlington Memorial Hospital NHS Trust (Petitioners)—The petition of Darlington Memorial Hospital NHS Trust praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee.

3.  Command Papers—The following papers were presented to the House by command of Her Majesty and ordered to lie on the Table:

    1.      Transport—Government Response to two Reports on the London Underground by the Select Committee on Transport, Local Government and the Regions;      (5486)

    2.      Education—Special Review by the School Teachers’ Review Body on Approaches to Reducing Teacher Workload;      (5497)

    3.      Treaty Series—Second Supplementary List for 2001 of Ratifications, Accessions, Withdrawals, etc.      (5499)

    4.      Investment Protection—Agreement between the United Kingdom and Nicaragua for the Promotion and Protection of Investments;      (5504)

    5.      Human Rights—Response by the Secretary of State for Foreign and Commonwealth Affairs to the Annual Report for 2001 of the Foreign Affairs Committee on Human Rights;      (5509)

    6.      Housing—Government Response to the Sixth Report of the Select Committee on Transport, Local Government and the Regions on Empty Homes.      (5514)

4.  Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

    Draft Regulation of Investigatory Powers (Interception of Communications: Code of Practice) Order 2002, together with an Explanatory Memorandum.

5.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.      Water Industry (Scotland) Act 2002 (Directions in the Interests of National Security) Order 2002, laid under the Scotland Act 1998;      (1264)

    2.      Coast Protection (Notices) (England) Regulations 2002, laid under the Coast Protection Act 1949.      (1278)

6.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.      Report for 2000-01 of the Equality Commission for Northern Ireland, laid under the Northern Ireland Act 1998;

    2.      Accounts for 2000-01 of the Downham & Bellingham Education Action Zone, together with the Report of the Comptroller and Auditor General, laid under the School Standards and Framework Act 1998;

    3.      Draft Code of Practice by the Home Office on the Interception of Communications, laid under the Regulation of Investigatory Powers Act 2000.

7.  Registration of Interests—The Register of Lords’ Interests, prepared by the Clerk of the Parliaments pursuant to the Code of Conduct adopted by the House on 2nd July 2001, was ordered to lie on the Table and to be printed. (HL Paper 120)

Private Business

8.  Milford Haven Port Authority Bill [HL]—The bill was reported from the Unopposed Bill Committee with amendments.

Public Business

9.  Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debates on the motions in the names of the Baroness Pitkeathley and the Baroness Billingham set down for today shall each be limited to 2½ hours; the motion was agreed to.

10.  Tax Credits Bill—It was moved by the Lord Bassam of Brighton, on behalf of the Baroness Hollis of Heigham, that it be an instruction to the Grand Committee to whom the Tax Credits Bill has been committed that they consider the bill in the following order:

11.  National Health Service (2½-hour debate)—It was moved by the Baroness Pitkeathley that there be laid before the House papers relating to the Government’s ten year plan to improve service quality in the National Health Service; after debate, the motion was (by leave of the House) withdrawn.

12.  Sport (2½-hour debate)—It was moved by the Baroness Billingham that there be laid before the House papers relating to the importance of sport in Britain both for the promotion of health and social inclusion; after debate, the motion was (by leave of the House) withdrawn.

13.  Sex Discrimination (Amendment) (No. 2) Bill [HL]—The House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was agreed to; the House was resumed and the bill was reported with an amendment; it was ordered that the bill be printed as amended.
