The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Guildford.

Judicial Business

1.  Toye (Petitioner) v. London Borough of Southwark (Respondents)—The petition of Sean Toye praying for leave to appeal in accordance with the Administration of Justice Act 1960 was presented and referred to an Appeal Committee.

2.  Cullen (Appellant) v. Chief Constable of the Royal Ulster Constabulary (Respondent) (Northern Ireland)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 17th June next (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.

3.  Wrexham County Borough Council (Appellants) v. Berry (Respondent)—

4.  South Bucks District Council (Appellants) v. Porter and another (Respondents)—

5.  Chichester District Council (Appellants) v. Searle and others (Respondents)—

    The petition of the appellants praying that the appeals be consolidated, that they be allowed to lodge one statement, one appendix and one case and be jointly represented in respect of the appeals and that the respondents have leave to lodge one case and be jointly represented in respect of the appeals (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

6.  Statutory Instrument (Standing Order 70)—The following negative instrument, having been laid before the House on 3rd May, was ordered to lie on the Table:

7.  Command Papers—The following papers were presented to the House by command of Her Majesty and ordered to lie on the Table:

    1.      Contingent Liability—Minute from the Ministry of Defence concerning RAF “At Home Days”;      (—)

    2.      Regulatory Impact—Regulatory Impact Assessments for the period 1st July to 31st December 2001.      (5506)

8.  Regulatory Reform—The following order was laid before the House under section 6(1) of the Regulatory Reform Act 2001 and referred to the Delegated Powers and Regulatory Reform Committee:

    Draft Regulatory Reform (Removal of 20 Member Limit in Partnerships etc.) Order 2002, together with a Statement by the Department of Trade and Industry.

9.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Draft Access to Justice (Northern Ireland) Order 2002, together with an Explanatory Document, laid under the Northern Ireland Act 1998.

10.  Statutory Instruments—The 28th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft Dental Auxiliaries (Amendment) Regulations 2002;

      Draft Dentists Act 1984 (Dental Auxiliaries) Order 2002;

      Draft Army, Air Force and Naval Discipline Acts (Continuation) Order 2002;

      Draft Welfare of Farmed Animals (England) (Amendment) Regulations 2002;

      Code of Recommendations for the Welfare of Livestock: Laying Hens;

      Code of Recommendations for the Welfare of Livestock: Meat Chickens and Breeding Chickens;

    it was ordered that the Report be printed. (HL Paper 119)

Private Business

11.  Land at Palace Avenue, Kensington (Acquisition of Freehold) Bill—The bill was read a second time and committed to an Unopposed Bill Committee.

12.  London Local Authorities and Transport for London Bill [HL]—The petition against the bill from British Telecommunications plc (No.1) was withdrawn.

13.  City of London (Ward Elections) Bill—The following petitions praying to be heard against the bill were deposited:

Public Business

14.  Communications—A message was received from the Commons that they agree that the Committee appointed by them do meet with the Committee of this House on any draft Communications Bill on Thursday 9th May at three o’clock.

15.  Education Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed for statements; the House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list); the House was resumed.

16.  Consignia—The Lord Hoyle asked Her Majesty’s Government what they are doing to improve industrial relations in Consignia; after debate, the question was answered by the Lord Sainsbury of Turville.

17.  Education Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after amendment 92.

The House was adjourned at twenty-two minutes before midnight

till tomorrow, half-past two o’clock.
