The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Bradford.

Judicial Business

1.  Bayliss (Petitioner) v. London Borough of Hounslow and another (Respondents)—The petition of Henrietta Talabi Bayliss praying for leave to appeal was presented and referred to an Appeal Committee (lodged 22nd April).

2.  Her Majesty’s Attorney General (Appellant) v. Punch Limited and another (Respondents)—The appeal was set down for hearing and referred to an Appellate Committee.

3.  Wilson and others v. Secretary of State for Trade and Industry (Appellant)—The appeal was set down for hearing and referred to an Appellate Committee.

4.  Appeal Committee—The following Order was made pursuant to the 61st Report:

    Taylor (Respondent) v. Ishida (Europe) Limited and others (Petitioners)—That leave to appeal be refused; that the respondent be at liberty to apply for his costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

Papers

5.  Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

    Personal Protective Equipment Regulations 2002, laid under the European Communities Act 1972.      (1144)

6.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report and Accounts for 2000-01 of The Wallace Collection, together with the Report of the Comptroller and Auditor General, laid under the Museums and Galleries Act 1992.

Select Committee Report

7.  Statutory Instruments—The 26th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instrument:

      Police and Criminal Evidence Act 1984 (Codes of Practice) (Visual Recording of Interviews) Order 2002;

    it was ordered that the Report be printed. (HL Paper 108)

Private Business

8.  Land at Palace Avenue, Kensington (Acquisition of Freehold) Bill—The Examiner’s certificate that no further standing order is applicable was ordered to lie on the Table.

9.  Greenham and Crookham Commons Bill—The bill was returned from the Commons with the amendments agreed to.

Public Business

10.  Tax Credits Bill—It was moved by the Baroness Hollis of Heigham that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

11.  Energy Supply (EUC Report)—It was moved by the Lord Brooke of Alverthorpe that this House takes note of the Report of the European Union Committee on Energy Supply: how secure are we? (14th Report, HL Paper 82); after debate, the motion was agreed to.

12.  European Arrest Warrant (EUC Report)—It was moved by the Lord Scott of Foscote that this House takes note of the Report of the European Union Committee on The European Arrest Warrant (16th Report, HL Paper 89); after debate, the motion was agreed to.

The House was adjourned at a quarter past ten o’clock

till tomorrow, half-past two o’clock.
