The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Manchester.

Judicial Business

1.  In re R (a child suing by R her litigation friend) (Respondent)—The petition of the Royal Victoria Infirmary & Associated Hospitals NHS Trust praying for leave to appeal was presented and referred to an Appeal Committee (lodged 11th April).

2.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

    Museums and Galleries—Report and Accounts for 2000-01 of the Museum of London.      (—)

3.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.      Statement of Changes in Immigration Rules, laid under the Immigration Act 1971;      (—)

    2.      Blood Tests (Evidence of Paternity) (Amendment) Regulations (Northern Ireland) 2002, laid under the Family Law Reform (Northern Ireland) Order 1977;      (—)

    3.      Police and Criminal Evidence Act 1984 (Visual Recording of Interviews) (Certain Police Areas) Order 2002, laid under the Police and Criminal Evidence Act 1984;      (1069)

    4.      Government of Further Education Corporations (Revocation) (England) Regulations 2002, laid under the Further and Higher Education Act 1992.      (1094)

4.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report and Accounts for 2000-01 of the Criminal Injuries Compensation Appeals Panel, laid under the Criminal Injuries Compensation Act 1995.

Select Committee Reports

5.  Statutory Instruments—The 25th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft Criminal Defence Service (Representation Order Appeals) (Amendment) Regulations 2002;

      Draft Landfill (England and Wales) Regulations 2002;

      Draft Health Service (Control of Patient Information) Regulations 2002;

      Draft Offshore Chemicals Regulations 2002;

      Draft Social Security and Child Support (Decisions and Appeals) (Miscellaneous Amendments) Regulations 2002;

      Draft Northern Ireland Criminal Injuries Compensation Scheme 2002;

      Draft Tax Credits (Decisions and Appeals) (Northern Ireland) (Amendment) Regulations 2002;

    it was ordered that the Report be printed. (HL Paper 106)

6.  European Union—The 20th Report from the Select Committee, Responding to the Balkan challenge: the role of EU aid, was made; it was ordered that the Report be printed, together with the Minutes of Evidence. (HL Paper 107)

Private Business

7.  Greenham and Crookham Commons Bill—The bill was read a third time and passed and returned to the Commons with amendments.

Public Business

8.  Public Services (Disruption) Bill [HL]—A bill to make provision to contain disruption of public services by collective industrial action; and for connected purposes was presented by the Lord Campbell of Alloway, read a first time and ordered to be printed. (HL Bill 73)

9.  Electoral Fraud (Northern Ireland) Bill—The bill was returned from the Commons with the amendments agreed to.

10.  Police Reform Bill [HL]—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned.

11.  Chronic Fatigue Syndrome/ME—The Countess of Mar asked Her Majesty’s Government what is their response to the Report to the Chief Medical Officer of an Independent Working Group on Chronic Fatigue Syndrome/Myalgic Encephalomyelitis dated January 2002; after debate, the question was answered by the Lord Hunt of Kings Heath.

The House was adjourned during pleasure.

The House was resumed.

12.  Police Reform Bill [HL]—The bill was further considered on report; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; it was ordered that the bill be printed as amended. (HL Bill 74)

The House was adjourned at thirteen minutes before ten o’clock

till tomorrow, half-past two o’clock.

In the division on Monday 15th April, L. Clarke of Hampstead should have been recorded as voting Not-Content, instead of L. Clark of Kempston.
