The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Gloucester.

1.  Leave of Absence—It was ordered that leave of absence be granted to the Lord Macaulay of Bragar for the remainder of this Parliament.

Judicial Business

2.  Regina v. Anglian Water Services Limited (Respondents) ex parte Environment Agency (Petitioners)—The petition of the Environment Agency praying for leave to appeal was presented and referred to an Appeal Committee (lodged 28th February).

3.  World Wide Fund for Nature (formerly World Wildlife Fund) and others (Respondents) v. World Wrestling Federation Entertainment Inc (Petitioners)—The petition of World Wrestling Federation Entertainment Inc praying for leave to appeal was presented and referred to an Appeal Committee.

4.  Fletcher and another (Petitioner) v. Director of Public Prosecutions and another (Respondents)—The petition of Mark Lilley praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Administration of Justice Act 1960, was presented and referred to an Appeal Committee.

5.  In re P (FC) (a minor by his mother and litigation friend) (Appellant)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 24th April next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

    8.      (i)    TSE (England) Regulations 2002, together with a Regulatory Impact Assessment—      (843)

      (ii)    European Specialist Medical Qualifications Amendment Regulations 2002—      (849)

laid under the European Communities Act 1972.

Public Business

7.  Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debate on the motion in the name of the Lord Patten set down for today shall be limited to 2 hours and that in the name of the Lord Elton to 3 hours; the motion was agreed to.

8.  Delegated Powers and Regulatory Reform Committee—It was moved by the Chairman of Committees that the Lord Dahrendorf be appointed a Member of the Select Committee in the place of the Lord Alexander of Weedon, and that he be appointed Chairman thereof; after debate, the motion was agreed to.

9.  Government policy (2-hour debate)—It was moved by the Lord Patten that there be laid before the House papers relating to the political philosophy underlying Her Majesty’s Government’s development and delivery of public policy; after debate, the motion was (by leave of the House) withdrawn.

10.  Crime reduction (3-hour debate)—It was moved by the Lord Elton that there be laid before the House papers relating to the available means of reducing the level and cost of crime and thereby reducing the size and cost of the prison population; after debate, the motion was (by leave of the House) withdrawn.

11.  Regulatory Reform (Golden Jubilee Licensing) Order 2002—It was moved by the Lord Davies of Oldham that the draft Regulatory Reform Order laid before the House on 28th November 2001 be approved; after debate, the motion was agreed to.

12.  Regulatory Reform (Voluntary Aided Schools Liabilities and Funding) (England) Order 2002—It was moved by the Lord Davies of Oldham that the draft Regulatory Reform Order laid before the House on 20th November 2001 be approved; after debate, the motion was agreed to.

13.  Dignity at Work Bill [HL]—It was moved by the Baroness Gibson of Market Rasen that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

The House was adjourned at a quarter past ten o’clock

till tomorrow, eleven o’clock.
