The House met at two o’clock.

PRAYERS were read by the Lord Bishop of Oxford.

Judicial Business

1.  Regina v. Shayler (Appellant) (On Appeal from the Court of Appeal (Criminal Division))—It was moved by the Lord Bingham of Cornhill, That the 43rd Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 28th September 2001 be affirmed and the appeal dismissed. [2002] UKHL 11

2.  Twinsectra Limited (Respondents) v. Yardley and others (Appellants) (First Appeal)—It was moved by the Lord Slynn of Hadley, That the 44th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 28th April 1999 be set aside to the extent that it ordered that judgment be entered against the appellant Paul Leach and Company (a firm) in the sum of £379,720.11 and that the Order be otherwise affirmed save as to the question of costs; that the Order of Mr Justice Carnwath of 9th October 1997 be restored to the extent that it dismissed the respondents’ claims against the said appellant; and that the question of costs be adjourned sine die. 3.  Regina v. Secretary of State for the Home Department ex parte Saadi (FC) and others (FC) (Appellants)—The petition of the Aire Centre and Liberty praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.

4.  Societe Eram Shipping Company Limited (Respondents) and others v. Hong Kong and Shanghai Banking Corporation Limited (Appellants)—The appeal was set down for hearing and referred to an Appellate Committee.

The House was adjourned during pleasure.

7.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.      Accounts for 2000-01 of the Legal Aid Fund (Northern Ireland), together with the Report of the Comptroller and Auditor General, laid under the Legal Aid, Advice and Assistance (Northern Ireland) Order 1981;

    2.      Accounts for 2000-01 of the Probation Board for Northern Ireland, together with the Report of the Comptroller and Auditor General, laid under the Probation Board (Northern Ireland) Order 1982;

    3.      Accounts for 1999-2000 of the Training and Enterprise Councils and Chambers of Commerce, Training and Enterprise in England, laid under the Exchequer and Audit Departments Act 1866.

8.  Human Rights Committee—It was ordered that the evidence taken this day before the Joint Committee be printed. (HL Paper 103)

9.  Greenham and Crookham Commons Bill—The bill was reported from the Unopposed Bill Committee with amendments.

10.  Education Bill—It was moved by the Baroness Ashton of Upholland that it be an instruction to the Committee of the Whole House to whom the Education Bill has been committed that they consider the Bill in the following order:

11.  National Health Service Reform and Health Care Professions Bill—The House again resolved itself into a Committee upon the bill; an amendment was disagreed to (see division list); the House was resumed for a statement; the House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed.

12.  Social Security Administration Act 1992 (Amendment) Order 2002—It was moved by the Baroness Hollis of Heigham that the draft Order laid before the House on 28th February be approved; after debate, the motion was agreed to.

13.  Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2002—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 6th February be approved; the motion was agreed to.

14.  Tax Credits Up-rating Order 2002—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 14th February be approved; the motion was agreed to.

The House was adjourned during pleasure.

The House was resumed.

15.  National Health Service Reform and Health Care Professions Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after amendment 104.

The House was adjourned at seventeen minutes before eleven o’clock

APPENDIX

The Committee met at four o’clock.

Employment Bill—The bill was further considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; an amendment was agreed to; the Committee was adjourned after amendment 146A.

The Committee was adjourned at eighteen minutes before eight o’clock.

CORRECTION
