It was moved by the Lord Nicholls of Birkenhead, That the 42nd Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that, in the appeal of S, the Order of the Court of Appeal of 23rd May 2001 be affirmed and the appeal dismissed, and that the costs of the respondents in the Court of Appeal and before this House be paid out of the Community Legal Service Fund in accordance with section 11 of the Access to Justice Act 1999, the amount of such last-mentioned costs to be certified by the Clerk of the Parliaments if not agreed between the parties and that the costs of the appellant in this House be taxed in accordance with the Access to Justice Act 1999; that, the appeals of the Secretary of State for Health in the matter of S and others and of the Secretary of State for Health and Bedfordshire County Council in the matter of W and others be allowed so far as they challenge the Court of Appeals introduction of the starring system and that the appeals be otherwise dismissed; that the that the Order of Her Honour Judge Sander of 2nd July 2001 be set aside; and that there be no order as to costs save that the costs of the first and joint fourth respondents in the appeal of S and others, the costs of the joint first and joint second respondents in the first appeal of W and others and the costs of the respondents in the second appeal of S and others in this House be taxed in accordance with the Access to Justice Act 1999. Secretary of State for Health (Respondent) ex parte Quintavalle (on behalf of Pro-Life Alliance) (Petitioner)The petition of Bruno Quintavalle praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee.
6. Regina v. Secretary of State for the Environment, Transport and the Regions (Appellant) and others ex parte OByrne (Respondent)The appeal was set down for hearing and referred to an Appellate Committee.

15. Commonhold and Leasehold Reform Bill [HL]The bill was returned from the Commons agreed to with amendments and with a privilege amendment; it was ordered that the Commons amendments be printed. (HL Bill 65).
16. European Parliamentary Elections Bill [HL]It was moved by the Lord Chancellor that the bill be now read a second time; the motion was agreed to and the bill was referred to the Joint Committee on Consolidation Bills.
17. Consolidated Fund (No. 2) BillIt was moved by the Lord Carter, on behalf of the Lord McIntosh of Haringey, that the bill be now read a second time; the motion was agreed to and the Committee was negatived.
18. National Health Service Reform and Health Care Professions BillThe House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed.
19. National Assembly for Wales (Representation of the People) (Amendment) Order 2002It was moved by the Baroness Farrington of Ribbleton that the draft Order laid before the House on 14th February be approved; after debate, the motion was agreed to.
20. Asylum Support (Repeal) Order 2002It was moved by the Lord Bassam of Brighton, on behalf of the Lord Rooker, that the draft Order laid before the House on 25th February be approved; after debate, the motion was agreed to.
