The House met at three o’clock.

PRAYERS were read by the Lord Bishop of Lichfield.

Judicial Business

1.  Triesman (previously known as McDonagh) (sued on her own behalf and on behalf of all other members of the Labour Party) (Respondent) v. Ali and another (Petitioners)—The petition of Zafar Ali and Harmohinderpal Singh Sohal praying for leave to appeal was presented and referred to an Appeal Committee.

2.  In re Rosser (Petitioner) (application for a writ of Habeas Corpus)—The petition of Derek Rosser praying for leave to appeal in accordance with the Administration of Justice Act 1960 was presented and referred to an Appeal Committee.

3.  In re Northern Ireland Human Rights Commission (Appellants) (Northern Ireland)—The petition of Amnesty International, British Irish Rights Watch and the Committee on the Administration of Justice praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.

4. Appeal Committee—The 64th Report from the Appeal Committee was agreed to and the following Order was made—

    Wilson and others v. Secretary of State for Trade and Industry (Appellant)—That the petition of CGNU plc, Royal & Sun Alliance plc, Axa Insurance UK plc and Churchill Insurance Company Limited that they might be heard or otherwise intervene in the said appeal be allowed.

Public Business

8.  Scottish Parliament (Referendum) Bill [HL]—A bill to make provision for the holding of a referendum in Scotland on whether the Scottish Parliament should continue to exist or be abolished was presented by the Lord Palmer, read a first time and ordered to be printed. (HL Bill 63)

9.  Office of Communications Bill [HL]—The bill was returned from the Commons agreed to with a privilege amendment; the amendment was considered and agreed to.

10.  Police Reform Bill [HL]—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed.

11.  Social Security Benefits Up-rating Order 2002—It was moved by the Baroness Hollis of Heigham that the draft Order laid before the House on 6th February be approved; after debate, the motion was agreed to.

12.  Guaranteed Minimum Pensions Increase Order 2002—It was moved by the Baroness Hollis of Heigham that the draft Order laid before the House on 6th February be approved; the motion was agreed to.

13.  Police Reform Bill [HL]—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed after clause 41 stood part.

The House was adjourned at two minutes before eleven o’clock

to Monday next, half-past two o’clock.
