The House met at half-past two o’clock.

2.  Fairchild (suing on her own behalf and on behalf of the estate of and dependants of Arthur Eric Fairchild (deceased)) (Appellant) v. Glenhaven Funeral Services Limited and others (Respondents) (England)—The appeal of Judith Fairchild was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 8th April next (lodged 21st February).

3.  D’Souza (Appellant) v. London Borough of Lambeth (Respondents) (England)—The appeal of Donald D’Souza was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 8th April next.

4.  Parochial Church Council of the Parish of Aston Cantlow and Wilmcote with Billesley, Warwickshire (Appellants) v. Wallbank and another (Respondents) (England)—The appeal of the Parochial Church Council of Aston Cantlow and Wilmcote with Billesley, Warwickshire was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 8th April next.

5.  Shamoon (Appellant) v. Chief Constable of the Royal Ulster Constabulary (Respondent) (Northern Ireland)—The appeal of Joan Cartwright Shamoon was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 8th April next.

6.  Gingi (FC) (Petitioner) v. Secretary of State for Work and Pensions (Respondent)—The petition of Gulshen Gingi praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged (lodged 20th February).

7.  Regina v. London Borough of Bromley (Respondents) ex parte Barker (FC) (Petitioner)—The petition of Diane Barker praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged (lodged 18th February).

8.  Pfizer Limited (Petitioners) v. Lilly Icos llc (Respondents)—The petition of Pfizer Limited praying for leave to appeal was presented and referred to an Appeal Committee.

9.  Audergon (Petitioner) v. La Baguette Limited and others (Respondents)—The petition of Denyse Betty Audergon praying for leave to appeal was presented and referred to an Appeal Committee.

10.  UK Waste Management Limited (Petitioners) v. Department of the Environment for Northern Ireland (Respondents) (Northern Ireland)—The petition of UK Waste Management Limited praying for leave to appeal was presented and referred to an Appeal Committee.

11.  Regina v. Drew (Petitioner)—The petition of Anthony James Drew, praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.

12.  Shamoon (Appellant) v. Chief Constable of the Royal Ulster Constabulary (Respondent) (Northern Ireland)—It was ordered that the appellant be allowed to prosecute the appeal without giving the usual security for costs as required by Standing Order.

Private Business

22.  Greenham and Crookham Commons Bill—The petition against the bill from English Nature (No. 1) was withdrawn. The order made on 23rd January last was discharged and the bill was committed to an Unopposed Bill Committee.

Public Business

23.  Civil Defence (Grant) Bill—The bill was read a third time and passed.

24.  Northern Ireland Arms Decommissioning (Amendment) Bill—The bill was read a third time; an amendment was disagreed to (see division list); then the bill was passed.

25.  Electoral Fraud (Northern Ireland) Bill—The report was received; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; it was ordered that the bill be printed as amended. (HL Bill 56)

26.  State Pension Credit Bill [HL]—The bill was read a third time; amendments were moved and (by leave of the House) withdrawn; an amendment was agreed to; a privilege amendment was agreed to; then the bill was passed and sent to the Commons.

27.  Wind energy—The Lord Williams of Elvel asked Her Majesty’s Government whether they will reconsider their decision to allow a wind farm development at Cefn Croes in mid-Wales and their intention to unblock 100 renewable energy projects in England and Wales which have been refused planning permission; after debate, the question was answered by the Lord Sainsbury of Turville.
