The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Bradford.

Judicial Business

1.  Wainwright (Petitioner) v. Richmond Upon Thames London Borough Council (Respondents)—The petition of Hilary Wainwright praying for leave to appeal was presented and referred to an Appeal Committee.

2.  Land Rover Exports Limited (Respondents) v. Samcrete Egypt Engineers & Contractors SAE (Petitioners)—The petition of Samcrete Egypt Engineers & Contractors SAE praying for leave to appeal was presented and referred to an Appeal Committee.

3.  Albright & Wilson UK Limited (Respondents) v. Biachem Limited (Appellants) and others—

4.  Albright & Wilson UK Limited (Respondents) v. Biachem Limited and others (Appellants)—

    The petition of the appellants praying that the appeals be conjoined; that they be allowed to lodge one statement, one appendix and separate cases and be separately represented in respect of the appeals and that the respondents have leave to lodge one case and be jointly represented in respect of the appeals (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

5.  Grobbelaar (Appellant) v. News Group Newspapers Limited and another (Respondents)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 1st March next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed (lodged 18th January).

6.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

7.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.      Electricity (Connection Charges) Regulations 2002, laid under the Electricity Act 1989;      (93)

    2.      (i)      Cattle Database (Amendment) (England) Regulations 2002—      (94)

      (ii)      Cattle (Identification of Older Animals) (Amendment) Regulations 2002—      (95)

    laid under the European Communities Act 1972.

Select Committee Report

8.  Human Rights Committee—The 10th Report from the Joint Committee, on the Animal Health Bill, was made and ordered to be printed. (HL Paper 67)

Public Business

9.  House of Lords’ Offices—It was moved by the Chairman of Committees that the 3rd Report from the Select Committee (HL Paper 54) be agreed to; the motion was agreed to.

10.  Sex Discrimination (Election Candidates) Bill—The order of commitment was discharged.

11.  Football (Disorder) (Amendment) Bill—The House resolved itself into a Committee upon the bill; amendments were agreed to; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. (HL Bill 46)

12.  Northern Ireland Arms Decommissioning (Amendment) Bill—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

13.  Police Emblems and Flags Regulations (Northern Ireland) 2002—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the draft Regulations laid before the House on 9th January be approved; after debate, the motion was agreed to.

The House was adjourned at eleven minutes before six o’clock

till tomorrow, half-past two o’clock.
