The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Chelmsford.

Judicial Business

1.  Mulkerrins (formerly Woodward) (FC) (Petitioner) v. Pricewaterhouse Coopers (a firm) (formerly trading as Coopers & Lybrand (a firm)) (Respondents)—The petition of Barbara Anne Mulkerrins praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.

2.  HIH Casualty and General Insurance Limited and others (Respondents) v. Chase Manhattan Bank (Appellants) and others—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 12th February next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

3.  HIH Casualty and General Insurance Limited and others (Appellants) v. Chase Manhattan Bank (Respondents) and others (First Appeal)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 12th February next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

5.  Instrument withdrawn—The following instrument, laid before the House on 18th December 2001, has been withdrawn:

    Draft Air Navigation (Environmental Standards) Order 2002.

6.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.      Dual-Use Items (Export Control) (Amendment) Regulations 2002, laid under the European Communities Act 1972;      (50)

    2.      Fostering Services Regulations 2002, laid under the Children Act 1989.      (57)

7.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Accounts for 2000-01 of the South Bank Centre, laid under the Local Government Act 1985.

Select Committee Reports

8.  Statutory Instruments—The 15th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft Local Authorities (Mayoral Elections) (England and Wales) Regulations 2002;

      Draft Postal Services Act 2000 (Modification of Section 7) Order 2002;

      Draft Ministry of Agriculture, Fisheries and Food (Dissolution) Order 2002;

      Draft Contracting Out (Functions in relation to Apsley House) Order 2002;

      Draft Police Emblems and Flags Regulations (Northern Ireland) 2002;

    it was ordered that the Report be printed. (HL Paper 62)

9.  European Union—The following Reports from the Select Committee were made and ordered to be printed, together with the Minutes of Evidence:

    Reducing Air Traffic Delays: Civil and Military Management of Airspace in Europe; (9th Report-HL Paper 63)

    Evidence by the Minister of State, Foreign and Commonwealth Office, on the Laeken European Council. (10th Report-HL Paper 64)

Public Business

10.  Homelessness Bill—The report was received; an amendment was disagreed to (see division list); amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 43)

11.  Human Genetic Databases (S&T Report)—It was moved by the Lord Oxburgh that this House takes note of the Report of the Science and Technology Committee on Human Genetic Databases: challenges and opportunities (4th Report, Session 2000-2001, HL Paper 57); after debate, the motion was agreed to.

The House was adjourned at sixteen minutes before nine o’clock

till tomorrow, half-past two o’clock.
