Instruments coming into operation before being laidThe Lord Chancellor acquainted the House that he had received, under the proviso to section 4(1) of the Statutory Instruments Act 1946, notification that the following instruments had come into operation before being laid before Parliament, with an explanation thereof; the notification and explanation were ordered to lie on the Table:

Public Business
7. Anti-terrorism, Crime and Security BillThe bill was read a third time; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; then the bill was passed and returned to the Commons with amendments.
8. Financial Statement and Budget ReportIt was moved by the Lord McIntosh of Haringey that this House takes note of the Governments assessment as set out in the Pre-Budget Report 2001 for the purposes of section 5 of the European Communities (Amendment) Act 1993; after debate, the motion was agreed to.
