COMMONHOLD AND LEASEHOLD REFORM BILL [HL]
INTRODUCTION
39. This bill is essentially the same as the bill
on which the Committee commented in January (5th Report, session
2000-01). The Committee expressed some anxiety about the powers
in clauses 17 and 31 but had no other concerns. The Government
accepted the Committee's recommendations about clauses 17 and
31 and said that it would meet them by publishing drafts of the
instruments in question. The Committee expressed its satisfaction
with this response in its 8th Report of last session. At the same
time the Government informed the Committee of amendments which
removed from the bill three powers to prescribe the form and content
of notices as it had been realised that there was already a general
power covering the same ground.
RECOMMENDATION
40. In the light of the Government's satisfactory
response to the Committee's earlier report there is no remaining
issue which the Committee wishes to draw to the attention of the
House.
41. There is nothing else in the bill which
the Committee wishes to draw to the attention of the House.

43. This bill contains no delegated legislative powers.
REQUEST FOR EVIDENCE ON THE PROPOSAL FOR
THE DRAFT REGULATORY REFORM (SPECIAL OCCASIONS LICENSING) ORDER
2001
44. The Committee requests submissions in writing[2]
from any interested organisations or individuals no later than
8 October on the proposal for the draft Regulatory Reform (Special
Occasions Licensing) Order 2001, which was laid before the House
on 28 June. Members of the public who have queries either about
this regulatory reform proposal - which is the first to be laid
before Parliament under the Regulatory Reform Act 2001 - or the
parliamentary regulatory reform procedure generally are encouraged
to address them to the Committee's Clerk. Copies of the proposal
and accompanying explanatory memorandum are available to Peers
from the Printed Paper Office.[3]
