The House met at half-past two o’clock.

    PRAYERS were read by the Lord Bishop of Guildford.

1.  Bishop of Peterborough—Ian Patrick Martyn Lord Bishop of Peterborough was introduced between the Lord Bishop of Durham and the Lord Bishop of Guildford; and took and subscribed the oath pursuant to statute.

Judicial Business

2.  Hayward (Petitioner) v. Norwich Union Insurance Limited (Respondents)—The petition of Richard Leighton Hayward praying for leave to appeal was presented and referred to an Appeal Committee (lodged 20th March).

3.  Baird Textile Holdings Limited (Petitioners) v. Marks and Spencer plc (Respondents)—The petition of Baird Textile Holdings Limited praying for leave to appeal was presented and referred to an Appeal Committee.

4.  Albright & Wilson UK Limited (Respondents) v. Biachem Limited and others (Petitioners)—The petition of Berk Chemicals Limited, Berk Limited and Univar plc praying for leave to appeal was presented and referred to an Appeal Committee.

5.  Regina v. McAndrew-Bingham (Petitioner)—The petition of Victor John Anthony McAndrew-Bingham, praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Criminal Appeal Act 1968, was presented and referred to an Appeal Committee.

6.  AIB Group (UK) plc (formerly Allied Irish Banks plc and AIB Finance Limited) (Respondents) v. Martin and another (Appellant)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 11th April next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

7.  Regina v. London Borough of Richmond (Petitioners) ex parte Watson (FC) (Respondent) and three other actions—The certificate of public funding for Leo Cobham was lodged.

Public Business

11.  Liquor Advertising and Promotion Bill [HL]—A bill to control the advertising and promotion of liquor products; and for connected purposes was presented by the Lord Stoddart of Swindon, read a first time and ordered to be printed. (HL Bill 42 )

12.  Business of the House—It was moved by the Baroness Jay of Paddington that Standing Order 40 (Arrangement of the Order Paper) be dispensed with tomorrow to enable the motion standing in the name of the Lord Macdonald of Tradeston to be taken immediately after the motion relating to the 2nd Report of the Offices Committee; the motion was agreed to.

13.  Business of the House—It was moved by the Baroness Jay of Paddington that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with tomorrow to allow the Election Publications Bill [HL] to be taken through its remaining stages; the motion was agreed to.

14.  Parliament Acts (Amendment) Bill [HL]—The bill was read a third time and passed and sent to the Commons.

15.  Tobacco Advertising and Promotion Bill—It was moved by the Lord Hunt of Kings Heath that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

16.  Homes Bill—It was moved by the Lord Whitty that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

17.  Election Publications Bill [HL]—It was moved by the Lord Davies of Oldham, on behalf of the Lord Bassam of Brighton, that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

The House was adjourned at eighteen minutes before midnight
