It was moved by the Lord Bingham of Cornhill, That the 18th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Appeals be allowed; that Orders of the Divisional Court of 11th June 1999 be set aside save as to legal aid taxation; that the first certified question and the second question as reformulated by the Lord Hutton be answered in the affirmative; that the costs incurred by the appellants in the Divisional Court and before this House be paid out of Central Funds in accordance with section 16 of the Prosecution of Offences Act 1985, the amount of such last mentioned costs to be certified by the Clerk of the Parliaments; and that the costs of the appellants in this House be taxed in accordance with the Legal Aid Act 1988. 3. Regina v. Housing Benefit Review Board of the City of Westminster (Appellants) ex parte Mehanne (AP) (Respondent)It was moved by the Lord Bingham of Cornhill, That the 19th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 21st December 1998 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties; and that the decision of the appellants of 15th September 1996 be quashed and that the appellants be directed to consider afresh and according to law (by a differently constituted board) the respondents request of 26th March 1996 for a further review of the determination of the City of Westminster of 8th March 1996. 4. Regina v. Leeds Crown Court (Respondents) ex parte Wardle (AP) (Appellant) (On Appeal from a Divisional Court of the Queens Bench Division)It was moved by the Lord Nicholls of Birkenhead, on behalf of the Lord Slynn of Hadley, That the 20th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Divisional Court of 26th April 1999 be affirmed and the appeal dismissed; and that there be no order as to costs save that the costs of the appellant in this House be taxed in accordance with the Legal Aid Act 1988. 5. Regina v. Secretary of State for the Environment, Transport and the Regions (Respondent) ex parte Plymouth City Airport Limited (Petitioners)The petition of Plymouth City Airport Limited praying for leave to appeal was presented and referred to an Appeal Committee.

A (Respondent) (On Appeal from the Court of Appeal (Criminal Division))The petition of the Rape Crisis Federation of England and Wales, the Campaign to end rape, the Child and Woman Abuse Studies Unit and Justice for Women praying for leave to present written and oral submissions in intervention in the said appeal was presented and referred to an Appeal Committee.

15. Rail electrificationThe Lord Bradshaw asked Her Majestys Government whether the possibility of a world shortage of oil should influence strategic plans for the electrification of a greater part of the railway system; after debate, the question was answered by the Lord Whitty.
16. International Criminal Court Bill [HL]The bill was further considered on report; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; it was ordered that the bill be printed as amended. (HL Bill 35)
