| Provision supplemental to section 33. |
34. - (1) The Secretary of State must by order provide, in relation to each statutory corporation, for the Comptroller and Auditor General- |
| |
(a) to examine, certify and report on the statement of accounts of the body, and |
| |
(b) to lay copies of the statement of accounts and of his report before each House of Parliament. |
| |
(2) A statutory corporation shall not be regarded as the servant or agent of the Crown or as enjoying any status or immunity or privileges of the Crown. |
| |
(3) The members and staff of a statutory corporation are not to be regarded as civil servants and its property is not to be regarded as property of, or held on behalf of, the Crown. |
| |
(4) In this section "statutory corporation" has the meaning given in section 33(4). |
| | Films |
| Certification. |
35. - (1) In section 6 of the Films Act 1985 (certification of film as qualifying film) at the end insert- |
| |
(3) Schedule 1A to this Act (which makes provision as to the exercise of the Secretary of State's functions under Schedule 1) shall have effect. |
| |
(2) After Schedule 1 to that Act, insert as Schedule 1A the Schedule set out in Schedule 4 to this Act. |
| Termination of duty to keep register of films. |
36. Section 7(3) of the Films Act 1985 (duty to keep register of British and other films) shall cease to have effect. |
| | Libraries, museums and galleries |
| Library Advisory Council for England: abolition. |
37. - (1) The Library Advisory Council for England established under section 2 of the Public Libraries and Museums Act 1964 shall cease to exist. |

(2) Accordingly, in that section- |
| |
(a) for "two Library Advisory Councils, one for England (excluding Monmouthshire) and the other" substitute "a Library Advisory Council", |
| |
(b) for "each Council" or "Each Council", wherever occurring, substitute "the Council" or "The Council" respectively, and |
| |
(c) in subsection (4) for "either" substitute "the". |
| Governing bodies of certain museums and galleries. |
38. Schedule 5 (which amends various enactments to enable the Secretary of State to alter the provision made in relation to the governing bodies of certain museums and galleries) shall have effect. |
