Viscount Goschen: London Underground applied to London Docklands Development Corporation (LDDC) on 28 March 1995 for listed building consent to undertake essential works on the tunnel between Rotherhithe and Wapping. LDDC have recommended that the Secretary of State for the Environment should approve their proposal to grant consent. I understand that the Secretary of State for the Environment hopes to announce his decision shortly.

Notes:
1. Figures have been rounded to the nearest thousand.
2. The income support cases shown are those receiving the lone parent premium.
3. Figures for family credit and one parent benefit include all claims which terminated during each period. Figures for income support were estimated from quarterly stock counts and exclude any claims which started and ended between enquiry dates.
4. Figures for all three benefits include multiple terminations, i.e. where a claimant may have gone on and off benefit several times during the year. They also include terminations where the claimant has now moved directly from one benefit to another.

Lord Mackay of Ardbrecknish: Young people need not suffer either homelessness or destitution. Youth training places and training allowances are available to young people. For those awaiting a place, income support may be payable if they would otherwise suffer severe hardship. Housing benefit is available for those who have a rent liability.
Earl Russell asked Her Majesty's Government:
Lord Mackay of Ardbrecknish: The Child Support Agency achieved benefit savings totalling £417.84 million during 1993/94 and £479.05 million during 1994/95, giving a total of just under £897 million. This was comprised of £397.32 million from maintenance assessments and £499.57 million from reductions in benefit or income support ceasing.
Further to Lady Blatch's answers of 13 July (H.L. Deb., cols. 18361839), whether they are aware of the article by Suzanne Glass, This Boy and His Friends Were Starving In Barnsley (Independent on Sunday, 16th July), and whether, without changing their policy of not commenting on individual cases, they will improve both their criminal and their social security statistics, in order to discover how many people are in the position described in the article.
How Lord Mackay of Ardbrecknish's figure that the Child Support Act 1991 had produced "recorded benefit savings of £897 million" (House of Lords Deb., 6 July, col. 1340) was arrived at.
