MOT TESTING FACILITIES
The Marquess of Ailesbury asked Her Majesty's Government:
- Whether they are satisfied that the facilities for MOT testing nationally are keeping up with the increase in demand, and specifically in Greater London.
The Parliamentary Under-Secretary of State, Department of Transport (Viscount Goschen): Yes.
ABNORMAL LOAD MOVEMENTS
Earl Attlee asked Her Majesty's Government:
- (i) how many vehicles used for carrying abnormal loads are taxed "Special Types" and
(ii) how many vehicle operators notified the movement of abnormal loads under a Special Types Order to either the Warwickshire Police between 1 January and 1st October 1994 or to the Metropolitan Police between 25th July and 25th August 1994.
Viscount Goschen: The information requested is as follows:
(i) there were 646 vehicles licensed in the "Special Types" class of 30 June 1994;
(ii) Warwickshire Police received notification from 330 separate haulage businesses for the movements of abnormal loads between 1 January and 1 October 1994. The actual number of vehicle movements is unknown.
The Metropolitan Police were notified by 142 separate haulage businesses of the movements of abnormal loads for the period 25 July to 25 August 1994. The actual number of recorded vehicle movements was 1,086.
HEAVY RECOVERY VEHICLE NUMBERS
Earl Attlee asked Her Majesty's Government:
- What changes they anticipate in the population of heavy recovery vehicles when the Budget changes are fully implemented.
Viscount Goschen: We have made no estimate of changes in heavy recovery vehicle population. It is a matter for operators to decide what adjustments to make to their business as a result of any vehicle or other tax changes announced in the Chancellor of the Exchequer's Budget.
NHS FRAUD
Lord Hooson asked Her Majesty's Government:
- What is the estimated cost of fraud in the National Health Service in England and Wales between 1980
- and 1993; and how much of the said money has been recovered.
The Parliamentary Under Secretary of State, Department of Health (Baroness Cumberlege): The cost of fraud is not separately identified in the accounts or the losses and special payments returns submitted by National Health Service units in either England or Wales. However, a recent Audit Commission report, a copy of which is available in the Library, said that the level of proven fraud and corruption in the NHS was very low.
DERMATOLOGICAL SERVICES, SOUTH AND WEST LONDON
Lord Molloy asked Her Majesty's Government:
- What consultations are being undertaken with the consultant dermatologists at the St. John's dermatological centre at St. Thomas' Hospital and at the Ealing and Hammersmith hospitals about the future of the dermatological service at those hospitals.
Baroness Cumberlege: Ealing, Hammersmith and Hounslow Health Authority is conducting a review of dermatology service provision and is working closely with professional staff at a number of local hospitals. I understand the health authority seeks a more cost effective approach to service provision while maintaining standards of care. The noble Lord may wish to discuss the matter with the health authority chairman, Baroness Eccles of Moulton.
St. John's Dermatological Centre is part of the Guy's and St. Thomas' National Health Service Trust, and the noble Lord may wish to approach Lord Hayhoe, chairman of the trust, for further details.
