Memorandum Summary

 

The Memorandum briefly presents the main principles and goals of Québec's language policy and outlines the impact of the Charter of the French language on the status of French in Québec, as well as the new challenges that remain for this policy.

 

Expertise of the Submitter

 

Within the Québec public administration, the Secrétariat à la politique linguistique (SPL) has been assigned a mission of coordination, collaboration and promotion with respect to Québec's language policy.

 

In this capacity, the SPL provides the Minister of Culture, Communications and the Status of Women and Minister responsible for the application of the Charter of the French language with advice about the implementation of Québec's language policy. In collaboration with the three government agencies created under the Charter of the French language (Office québécois de la langue française, Conseil supérieur de la langue française, Commission de toponymie), the SPL coordinates the deployment of efforts related to proposed legislative and regulatory modifications in the area of language, and ensures the coherence and follow-up of government efforts in the field of language. The SPL also participates in consolidating Québec's language policy and raising awareness of the policy abroad.
