PRAYERS.

1    Private Bills [Lords] (Suspension),—Ordered, That so much of the Lords Message [17th November] as relates to the London Local Authorities Bill [Lords] be now considered.

    Resolved, That this House concurs with the Lords in their Resolution.

    Message to the Lords to acquaint them therewith.

2    European Committee B,—Mrs Janet Dean reported from European Committee B, nominated in respect of a European Union Document relating to Procurement in the fields of defence and security procurement, the following Resolution:

    That the Committee takes note of European Union Document No. 16488/07 and Addenda 1 and 2, draft Directive on the co-ordination procedures for the award of public contract in the fields of defence and security; and endorses the Government's approach to the negotiations and its view that if, following European Council agreement on a text and negotiations with the European Parliament, the document remains within the UK's negotiating position, the Commission draft Directive could be supported.

3    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords do not insist on their Amendments to the Counter-Terrorism Bill to which this House has disagreed; they agree to the Amendments proposed by this House in lieu of one of the Lords Amendments; and they agree to the consequential Amendment made by this House.

4    Planning Bill (Programme) (No. 4),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Planning Bill for the purpose of supplementing the Orders of 10th December 2007, 2nd June 2008 and 25th June 2008 (Planning Bill (Programme), Planning Bill (Programme) (No. 2) and Planning Bill (Programme) (No. 3)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion three hours after their commencement at this day's sitting.

    2. The Lords Amendments shall be considered in the following order, namely Nos. 115, 160, 1 to 114, 116 to 159, 161 to 217.

Subsequent stages

    3. Any further Message from the Lords may be considered forthwith without any Question being put.

    4. The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement—(Mr Frank Roy);

    Lords Amendment No. 1.

    A Motion was made and the Question being proposed, That this House agrees with the Lords in their Amendment—(John Healey);

    And it being three hours after the commencement of proceedings on the Lords Amendments, the Deputy Speaker put the Question, pursuant to Order [this day]:—It was agreed to.

    The Lords Amendment was accordingly agreed to.

    The Deputy Speaker then put the remaining Questions to be disposed of at that hour.

    Lords Amendments No. 2 to 114, 116 to 159 and 161 to 217 agreed to, the Commons being willing to waive their privileges in respect of Lords Amendment Nos. 25, 65, 76, 100, 109 and 117 to 163.

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83H (Programme orders: reasons committee) and Order [this day], That a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendments Nos. 115 and 160. That Julia Goldsworthy, John Healey, Mrs Jacqui Lait, Mr Andrew Love and Mr Dave Watts be members of the Committee. That John Healey be the Chairman of the Committee. That three be the Quorum of the Committee. That the Committee do withdraw immediately—(Mr Dave Watts):—It was agreed to.

6    Planning Bill,—John Healey reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Planning Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 115 for the following Reason:

      Because the proposed statutory duty is unnecessary and inappropriate.

    The Commons disagree to Lords Amendment No. 160 for the following Reason:

      Because it concerns financial arrangements made by the Commons, and the Commons do not offer any further Reason, trusting that this Reason may be deemed sufficient.

    The Reasons were agreed to.

    Message to the Lords to communicate the said Reasons, with the Bill and Amendments.

7    Data Protection and Freedom of Information,—Her Majesty's Recommendation having been signified to the proposed Motion relating to Data Protection and Freedom of Information;

    Resolved, That, in respect of service from 30th November 2007, the salary of the Information Commissioner shall be at a yearly rate of £140,000.—(Secretary Jack Straw.)

8    Administration,—Ordered, That Pete Wishart be discharged from the Administration Committee and John Mason be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)
