PRAYERS.

1    Fourth Delegated Legislation Committee,—Robert Key reported from the Fourth Delegated Legislation Committee the draft Local Elections (Ordinary Day of Elections in 2009) Order 2008.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Gamma-Butyrolactone (Prohibition),—Ordered, That leave be given to bring in a Bill to provide for the classification of gamma-butyrolactone as a Class C drug under the Misuse of Drugs Act 1971; and for connected purposes: And that Joan Ryan, Bob Spink, Mr Elfyn Llwyd, Mr Lee Scott, David Cairns, Mr John Leech, Mr Mike Hancock, Siobhain McDonagh, Liz Blackman and Julie Morgan do prepare and bring it in.

3    Gamma-Butyrolactone (Prohibition) Bill,—Joan Ryan accordingly presented a Bill to provide for the classification of gamma-butyrolactone as a Class C drug under the Misuse of Drugs Act 1971; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 7th November and to be printed [Bill 156].

4    Climate Change Bill [Lords],—The House, according to Order, proceeded to consider the Climate Change Bill [Lords], as amended in the Public Bill Committee.

    A Clause (NC15) (Advice on emissions from international aviation and international shipping)—(Joan Ruddock)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC16) (Carbon emissions reduction targets)—(Joan Ruddock)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC17) (Regulations about reporting by companies)—(Joan Ruddock)—brought up, and read the first time.

    Question proposed, That the Clause be read a second time.

    And it being Nine o'clock, the Deputy Speaker put the Question already proposed from the Chair, pursuant to Order [9th June]:—It was agreed to.

    Clause added to the Bill.

    The Deputy Speaker then put the Questions on new Clauses selected by the Speaker for separate decision.

    Another Clause (NC11) (Greenhouse gas emissions performance standard (electricity generating stations))—(Gregory Barker)—brought up, and read the first time.

    Question put, That the Clause be added to the Bill.

    A Schedule (NS1) (Carbon Emissions Reduction Targets)—(Joan Ruddock)—brought up, read the first time and added to the Bill.

    Other Amendments (Nos. 48 to 51) made to the Bill.

    Title accordingly amended, as follows: A Bill to set a target for the year 2050 for the reduction of targeted greenhouse gas emissions; to provide for a system of carbon budgeting; to establish a Committee on Climate Change; to confer powers to establish trading schemes for the purpose of limiting greenhouse gas emissions or encouraging activities that reduce such emissions or remove greenhouse gas from the atmosphere; to make provision about adaptation to climate change; to confer powers to make schemes for providing financial incentives to produce less domestic waste and to recycle more of what is produced; to make provision about the collection of household waste; to confer powers to make provision about charging for single use carrier bags; to amend the provisions of the Energy Act 2004 about renewable transport fuel obligations; to make provision about carbon emissions reduction targets; to make other provision about climate change; and for connected purposes.

    A Motion was made, and the Question being put, That the Bill be now read the third time;

6    Standing Orders etc. (Energy and Climate Change),—A Motion was made, and the Question being proposed, That the following amendments be made in respect of Standing Orders:

    That Standing Order No. 152 (Select committees related to government departments) be amended in the Table in paragraph (2) by inserting, in the appropriate place, the following item:

    That Standing Order No. 119 be amended by inserting in the Table in paragraph (6), in respect of European Committee A, in the appropriate place, 'Energy and Climate Change'—(Chris Bryant);

    An Amendment ((b)) was made.

    Resolved,—That the following amendments be made in respect of Standing Orders with effect from 1st January 2009:

12    Landfill Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the Landfill Tax (Material from Contaminated Land) (Phasing out of Exemption) Order 2008 (S.I., 2008, No 2669), dated 8th October 2008, a copy of which was laid before this House on 8th October, be approved—(Claire Ward):—It was agreed to.

13    Relations Between the EU and the Overseas Countries and Territories,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Committees), That this House takes note of European Union Document No. 11238 and Addendum, the European Commission Communication: Green Paper: Future Relations between the EU and the Overseas Countries and Territories; recalls that such Communications are consultation documents and are not legally binding; welcomes the Commission's Communication as the start of the process of the renegotiation of the Overseas Association Decision; and supports the Government's response—(Claire Ward):—It was agreed to.
