The House met at half-past Nine o'clock.

1    The Speaker's Absence,—The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sylvia Heal, the First Deputy Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The First Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    Planning and Energy Bill,—The House, according to Order, proceeded to consider the Lords Amendment to the Planning and Energy Bill.

    A Motion was made, and the Question being proposed, That this House agrees with the Lords in their Amendment—(Mr Michael Fallon);

4    Motion to sit in private,—Mr Christopher Chope moved, That this House do sit in private.

    The Deputy Speaker put the Question forthwith, pursuant to Standing Order No. 163 (Motions to sit in private).

    The House divided.

      Tellers for the Ayes, Miss Anne McIntosh, Mr Philip Hollobone: 0.

      Tellers for the Noes, Mr David Burrowes, Mr Christopher Chope: 36.

    So the Question was negatived.

5    Planning and Energy Bill,—The Question being again proposed, That this House agrees with the Lords in their Amendment;

    And the Question being put:—It was agreed to.

6    Broadcasting (Television Licence Fee Abolition) Bill,—The Order of the day being read, for the Second Reading of the Broadcasting (Television Licence Fee Abolition) Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time:—The Motion was, with leave of the House, withdrawn.

    Bill withdrawn.

7    Umbilical Cord Blood (Donation) Bill,—The Order of the day being read, for the Second Reading of the Umbilical Cord Blood (Donation) Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

    And it being half-past Two o'clock, the Debate stood adjourned.
