That the draft Legislative Reform (Lloyd's) Order 2008, which was laid before this House on 17th July, should be approved.

2    Dormant Bank and Building Society Accounts Bill [Lords],—Mr Joe Benton reported from the Dormant Bank and Building Society Accounts Bill [Lords] Committee that it had come to the following Resolution:

That, subject to the discretion of the Chair, any written evidence received by the Committee shall be reported to the House for publication.

3    Employment Bill [Lords],—John Bercow reported from the Employment Bill [Lords] Committee that it had come to the following Resolution:

That, subject to the discretion of the Chair, any written evidence received by the Committee shall be reported to the House for publication.

4    Sale of Wine (Measures) Bill,—The Order for reading the Sale of Wine (Measures) Bill a second time on Friday 17th October was read and discharged.

5    Trading of Primates as Pets (Prohibition),—Ordered, That leave be given to bring in a Bill to prohibit the breeding, selling, purchasing and keeping of primates as pets in the United Kingdom; and for connected purposes: And that Mark Pritchard, Mr Elliot Morley, Mr Edward Vaizey, Michael Jabez Foster, Mr Philip Hollobone, Mr Stewart Jackson, Mr Eric Martlew, David Taylor, Mr Colin Breed and Mr Eric Pickles do prepare and bring it in.

6    Trading of Primates as Pets (Prohibition) Bill,—Mark Pritchard accordingly presented a Bill to prohibit the breeding, selling, purchasing and keeping of primates as pets in the United Kingdom; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 17th October and to be printed [Bill 152].

7    Banking Bill,—The Banking Bill was, according to Order, read a second time.

8    Banking Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Banking Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 18th November 2008.

3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

10    Banking Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Banking Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Banking Bill, it is expedient to authorise—

(1) the payment out of money provided by Parliament of any expenditure of the Treasury for any purpose in connection with the special resolution regime for banks and other financial institutions (including bank insolvency and bank administration),

(2) the payment out of money provided by Parliament of any expenditure of the Treasury in respect of, or in connection with giving, financial assistance to or in respect of a bank or other financial institution,

(3) the payment out of money provided by Parliament of any expenditure of the Treasury in respect of financial assistance to the Bank of England,

(4) loans from the National Loans Fund to the Financial Services Compensation Scheme, and

(5) loans from the National Loans Fund to or in respect of a bank or other financial institution—(Mr Bob Blizzard):—It was agreed to.

11    Banking Bill [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Banking Bill, it is expedient to authorise—

(1) the charging of fees in connection with the recognition of inter-bank payment systems,

(2) the making of provision about the fiscal consequences of the exercise of stabilisation powers under the special resolution regime,

(3) the investment of sums, raised in connection with the Financial Services Compensation Scheme, in the National Loans Fund,

(4) other payments into the National Loans Fund, and

(5) payments into the Consolidated Fund—(Mr Bob Blizzard):—It was agreed to.

12    Business of the House (Supplementary Estimate and Consolidated Fund (Appropriation) (No. 3) Bill),—Ordered, That—

(1) at the sitting on Wednesday 15th October,—

(a) notwithstanding the provisions of Standing Order No. 55 (Questions on voting of estimates, &c.), the Speaker shall put the Questions necessary to dispose of proceedings on the Motion in the name of Stephen Timms relating to a Supplementary Estimate not later than three hours after their commencement;

(b) if a Bill founded upon a Resolution agreed under paragraph (1) is then brought in, a Motion may be made without notice by a Minister of the Crown, That the Bill be now read a second time; and

(c) proceedings under this order may continue though opposed after the moment of interruption and Standing Order No. 41A (Deferred divisions) shall not apply; and

(2) at the sitting on Thursday 16th October the Speaker shall not adjourn the House until he has notified the Royal Assent to any Act agreed upon by both Houses.—(Mr Bob Blizzard.)

13    Carbon Dioxide Emissions from Cars and Light Commercial Vehicles,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Committees), That this House take note of European Union Document No. 5089/08 and Addenda 1 and 2, draft Regulation setting emissions performance standards for new passenger cars as part of the Community's integrated approach to reduce carbon dioxide emissions from light-duty vehicles; endorses the Government's backing of the principle of regulation; supports an approach that takes into account environmental ambition, technical and financial feasibility, and the reality of the diverse European car market; and notes that the Government will continue to pursue a strategy that balances these factors—(Mr Bob Blizzard):—It was agreed to.
