2    First Delegated Legislation Committee,—Mr David Amess reported from the First Delegated Legislation Committee the Employment and Support Allowance (Consequential Provisions) (No. 2) Regulations 2008 (S.I., 2008, No. 1554).

3    European Committee A,—Mrs Joan Humble reported from European Committee A, nominated in respect of a European Union Document relating to carbon dioxide emissions from cars and light commercial vehicles, the following Resolution:

    That the Committee takes note of European Union Document No. 5089/08 and Addenda 1 and 2, draft Regulation setting emissions performance standards for new passenger cars as part of the Community's integrated approach to reduce carbon dioxide emissions from light-duty vehicles; endorses the Government's backing of the principle of regulation; supports an approach that takes into account environmental ambition, technical and financial feasibility, and the reality of the diverse European car market; and notes that the Government will continue to pursue a strategy that balances these factors.

4    Message from the Lords,—A Message was brought from the Lords as follows:

    Immigration (Discharged Gurkhas) Bill [Lords],—The Lords have passed a bill to amend the Immigration Rules in connection with the requirements for indefinite leave to enter and remain in the United Kingdom as a Gurkha discharged from the British Army; to which the Lords desire the concurrence of this House.

    The Lords agree to the Health and Safety (Offences) Bill, without Amendment.

5    Planning and Energy Bill [Lords],—Lords Amendment to the Planning and Energy Bill [Lords] to be considered on Friday 17th October; and to be printed [Bill 149].

6    Promoting Democracy and Human Rights,—Resolved, That this House has considered the matter of promoting democracy and human rights.—(Caroline Flint.)

7    Children, Schools and Families,—Ordered, That Adam Afriyie be discharged from the Children, Schools and Families Committee and Mr Edward Timpson be added.—(Tony Cunningham, on behalf of the Committee of Selection.)

8    Human Rights (Joint Committee),—Ordered, That Mr Douglas Carswell be discharged from the Joint Committee on Human Rights and Mr Edward Timpson be added.—(Tony Cunningham, on behalf of the Committee of Selection.)

9    Public Petition,—A Public Petition from Robert J Kimmel, residents of Castle Point and others relating to planning and development (Essex) was presented and read.
