4    European Committee A,—Mr Joe Benton reported from European Committee A, nominated in respect of a European Document relating to Emissions from Heavy Duty Vehicles, the following Resolution:

    That the Committee takes note of European Union Document No. 5127/08 and Addenda 1 and 2, draft Regulation on type-approval of motor vehicles and engines with respect to emissions from heavy duty vehicles (Euro VI) and on access to vehicle repair and maintenance information; endorses the Government's support for a package of measures to reduce vehicle emissions substantially, leading to improvements to health and the environment, whilst allowing appropriate flexibility for industry in the short-term; and notes that the Government will continue to seek the right balance between environmental and other benefits, and burdens on industry.

5    Message from the Lords,—A Message was brought from the Lords, as follows:

    The Lords have agreed to the Criminal Evidence (Witness Anonymity) Bill, with Amendments; to which the Lords desire the concurrence of this House.

6    Criminal Evidence (Witness Anonymity) Bill,—Lords Amendments to the Criminal Evidence (Witness Anonymity) Bill to be considered to-morrow; and to be printed [Bill 140].

    Ordered, That the Explanatory Notes relating to Lords Amendments to the Criminal Evidence (Witness Anonymity) Bill be printed [Bill 140-EN].

7    Press Complaints Commission (Breaches of Code of Practice),—Ordered, That leave be given to bring in a Bill to create offences in relation to breaches of the Press Complaints Commission's Code of Practice; and for connected purposes: And that Jim Sheridan, Tony Lloyd, Ann Clwyd, Michael Connarty, David Taylor, Ian Lucas, Mr Brian H. Donohoe, Mr David Clelland, Mr Mohammad Sarwar, Mr Jim Devine, Mrs Madeleine Moon and Mr Dai Havard do prepare and bring it in.

8    Press Complaints Commission (Breaches of Code of Practice) Bill,—Jim Sheridan accordingly presented a Bill to create offences in relation to breaches of the Press Complaints Commission's Code of Practice; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 17th October and to be printed [Bill 138].

9    National Insurance Contributions Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the National Insurance Contributions Bill.

    Lords Amendments Nos. 1 to 4.

    Mr Speaker informed the House that he was satisfied that the Lords Amendments imposed a charge upon the public revenue such as was required to be authorised by Resolution of the House and that such charge had not been so authorised; and accordingly, pursuant to paragraph (3) of Standing Order No. 78 (Lords amendments), the Lords Amendments were deemed to be disagreed to.

    Ordered,—That a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendments Nos. 1 to 4;

    That Jane Kennedy, Mr Bob Blizzard, Mr Jeremy Browne, Mr David Gauke and David Wright be members of the Committee;

    That Jane Kennedy be Chairman of the Committee;

    That three be the Quorum of the Committee; and

10    Health and Social Care Bill (Programme) (No. 2),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Health and Social Care Bill for the purpose of supplementing the Order of 26th November 2007 (Health and Social Care Bill (Programme)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion three hours after their commencement at this day's sitting.

Subsequent stages

    2. Any further Message from the Lords may be considered forthwith without any Question being put.

11    National Insurance Contributions Bill,—Jane Kennedy reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendments to the National Insurance Contributions Bill, That it had drawn up the following Reason, which it had directed her to report to the House:

    The Commons disagree to Lords Amendments Nos. 1 to 4 for the following Reason:

      Because they involve a charge on the public revenue, and the Commons do not offer any further Reason, trusting that this Reason may be deemed sufficient.

    The Reason was agreed to.

    Message to the Lords to communicate the said Reason, with the Bill.

12    Health and Social Care Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the Health and Social Care Bill.

    Lords Amendments Nos. 1 to 91 were agreed to.

13    Prevention and Suppression of Terrorism,—Resolved, That the draft Terrorism Act 2000 (Proscribed Organisations) (Amendment) (No. 2) Order 2008, which was laid before this House on 2nd July, be approved.—(Mr Wayne David.)

14    Companies,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Companies (Reduction of Share Capital) Order 2008, which was laid before this House on 9th June, be approved—(Mark Tami):—It was agreed to.

15    Pensions,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Financial Assistance Scheme (Miscellaneous Amendments) Regulations 2008, which were laid before this House on 18th June, be approved—(Mark Tami):—It was agreed to.

16    Criminal Injuries Compensation,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Criminal Injuries Compensation Scheme 2008, which was laid before this House on 18th June, be approved—(Mark Tami):—It was agreed to.

17    Financial Services,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Committees), That this House takes note of European Union Document No. 6996/08, the amended draft Directive on the taking-up and pursuit of the business of insurance and reinsurance (Solvency II); and supports the Government's negotiating position on the Directive which seeks to ensure that it is prudentially sound, provides appropriate protection for policyholders and enhances the Single Market in insurance—(Mark Tami):—It was agreed to.

18    Public Petitions,—Public Petitions from—

    (1) those concerned about the extent of Freeview services in the Borders relating to digital television switchover (Borders); and

    (2) employees of HM Revenue and Customs, the Public and Commercial Services Union and others relating to HMRC workforce change;

    were presented and read.
