4    European Committee B,—Mr David Wilshire reported from European Committee B, nominated in respect of a European Union Document relating to Financial Services, the following Resolution:

    That the Committee takes note of European Union Document No. 6996/08, the amended draft Directive on the taking-up and pursuit of the business of insurance and reinsurance (Solvency II); and supports the Government's negotiating position on the Directive which seeks to ensure that it is prudentially sound, provides appropriate protection for policyholders and enhances the Single Market in insurance.

6    Employment Bill [Lords],—The Employment Bill [Lords] was, according to Order, read a second time.

7    Employment Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Employment Bill [Lords]:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 23rd October 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

    7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Mark Tami);

11    International Development,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft African Development Fund (Multilateral Debt Relief Initiative) (Amendment) Order 2008, which was laid before this House on 10th June, be approved—(Mark Tami):—It was agreed to.

12    Representation of the People,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft European Parliament (Number of MEPs and Distribution between Electoral Regions) (United Kingdom and Gibraltar) Order 2008, which was laid before this House on 11th June, be approved—(Mark Tami):—It was agreed to.

13    Terms and Conditions of Employment,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft National Minimum Wage Regulations 1999 (Amendment) Regulations 2008, which were laid before this House on 2nd June, be approved—(Mark Tami):—It was agreed to.

14    Environmental Protection,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Producer Responsibility Obligations (Packaging Waste) (Amendment No. 2) Regulations 2008, which were laid before this House on 18th June, be approved—(Mark Tami):—It was agreed to.

15    Regulatory Reform,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 18 (Consideration of draft regulatory reform orders), That the draft Legislative Reform (Consumer Credit) Order 2008, which was laid before this House on 17th June, be approved—(Mark Tami):—It was agreed to.
