PRAYERS.

1    First Delegated Legislation Committee,—Hugh Bayley reported from the First Delegated Legislation Committee the draft Alternative Finance Arrangements (Community Investment Tax Relief) Order 2008.

2    Second Delegated Legislation Committee,—Joan Walley reported from the Second Delegated Legislation Committee the draft Criminal Justice Act 1988 (Offensive Weapons) (Amendment No. 2) Order 2008.

3    Third Delegated Legislation Committee,—Sir Nicholas Winterton reported from the Third Delegated Legislation Committee the draft Large and Medium-sized Limited Liability Partnerships (Accounts) Regulations 2008, draft Small Limited Liability Partnerships (Accounts) Regulations 2008 and draft Limited Liability Partnerships (Accounts and Audit) (Application of Companies Act 2006) Regulations 2008.

4    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords agree to the Special Educational Needs (Information) Bill, without Amendment.

5    Estimates [3rd allotted day],—The House proceeded, pursuant to Resolution [2nd July], to consider the Estimates appointed for consideration under Standing Order No. 145 (Liaison Committee).

    Estimates, 2008-09 (Department for Transport),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2009, for expenditure by the Department for Transport—

    (1) further resources, not exceeding £8,777,927,000, be authorised for use as set out in House of Commons Paper No. 479,

    (2) a further sum, not exceeding £7,136,325,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

    (3) limits as so set out be set on appropriations in aid—(Alison Seabeck);

    The Debate was concluded and the Question necessary to dispose of the proceedings was deferred, pursuant to paragraph (4) of Standing Order No. 54 (Consideration of estimates).

    Estimates, 2008-09 (Department for Innovation, Universities and Skills),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2009, for expenditure by the Department for Innovation, Universities and Skills—

    (1) further resources, not exceeding £11,040,399,000, be authorised for use as set out in House of Commons Paper No. 479,

    (2) a further sum, not exceeding £12,519,763,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

    (3) limits as so set out be set on appropriations in aid—(Tony Cunningham);

    And it being Ten o'clock, the Speaker interrupted the proceedings, and the Question necessary to dispose of proceedings was deferred, pursuant to paragraph (4) of the Standing Order No. 54 (Consideration of estimates).

    The Speaker, pursuant to paragraph (5) of Standing Order No. 54 (Consideration of estimates), put the deferred Questions on Estimates 2008-09.

Estimates, 2008-09: Department for Transport

    Resolved, That, for the year ending with 31st March 2009, for expenditure by the Department for Transport—

    (1) further resources, not exceeding £8,777,927,000, be authorised for use as set out in House of Commons Paper No. 479,

    (2) a further sum, not exceeding £7,136,325,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

    Resolved, That, for the year ending with 31st March 2009, for expenditure by the Department for Innovation, Universities and Skills—

    (1) further resources, not exceeding £11,040,399,000, be authorised for use as set out in House of Commons Paper No. 479,

    (2) a further sum, not exceeding £12,519,763,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs as so set out, and

    (3) limits as so set out be set on appropriations in aid.

6    Estimates,—The Speaker then put the Questions required to be put, pursuant to Sanding Order No. 55 (Questions on voting of estimates, &c.).

Estimates and Supplementary Estimates, 2008-09

    Resolved, That, for the year ending with 31st March 2009—

    (1) further resources, not exceeding £233,217,986,000, be authorised for use for defence and civil services as set out in House of Commons Papers No. 479, No. 486, No. 487, No. 488, and No. 621,

    (2) a further sum, not exceeding £230,753,553,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs of defence and civil services as so set out, and

    (3) limits as set out in House of Commons Papers No. 479, No. 487, No. 488 and No. 621 be set on appropriations in aid.—(Mr Bob Blizzard.)

    Ordered, That a Bill be brought in upon the foregoing Resolutions: And that the Chairman of Ways and Means, Mr Chancellor of the Exchequer, Yvette Cooper, Jane Kennedy, Angela Eagle and Kitty Ussher do prepare and bring it in.

7    Consolidated Fund (Appropriation) (No. 2) Bill,—Jane Kennedy according presented a Bill to authorise the use of resources for the service of the year ending with 31st March 2009 and to apply certain sums out of the Consolidated Fund to the service of the year ending with 31st March 2009; to appropriate the supply authorised in this Session of Parliament for the service of the year ending with 31st March 2009; and to repeal certain Consolidated Fund and Appropriation Acts: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 130].

8    Prisons,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Northern Ireland (Sentences) Act 1998 (Specified Organisations) Order 2008, which was laid before this House on 14th May, be approved—(Mr Bob Blizzard);

    And the Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till Wednesday 9th July, pursuant to Standing Order No. 41A (Deferred divisions).

9    Capital Gains Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Double Taxation Relief and International Tax Enforcement (Taxes on Income and Capital) (Saudi Arabia) Order 2008, which was laid before this House on 19th May, be approved—(Mr Bob Blizzard):—It was agreed to.

10    Taxes,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft International Tax Enforcement (Bermuda) Order 2008, which was laid before this House on 19th May, be approved—(Mr Bob Blizzard):—It was agreed to.

11    Criminal Law,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (England, Wales and Northern Ireland) Order 2008, which was laid before this House on 4th June, be approved—(Mr Bob Blizzard):—It was agreed to.

12    Representation of the People,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Representation of the People (Amendment) Regulations 2008, which were laid before this House on 11th June, be approved—(Mr Bob Blizzard):—It was agreed to.

13    London Government,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft London Waste and Recycling Board Order 2008, which was laid before this House on 11th June, be approved—(Mr Bob Blizzard):—It was agreed to.
