PRAYERS.

1     Temporary and Agency Workers (Equal Treatment) Bill,—Ordered, That the Temporary and Agency Workers (Equal Treatment) Bill Committee be discharged from considering the Temporary and Agency Workers (Equal Treatment) Bill.

    Bill withdrawn.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Committee on the Grant of Honours, Decorations and Medals,—Ordered, That leave be given to bring in a Bill to provide for parliamentary scrutiny of the Committee on the Grant of Honours, Decorations and Medals: And that Mr Don Touhig, Mr Adam Ingram, Jim Sheridan, Linda Gilroy, Mr Michael Mates, Mr James Gray, Miss Ann Widdecombe, Mr Michael Ancram, Bob Russell, Pete Wishart, Malcolm Bruce and The Reverend Ian Paisley do prepare and bring it in.

3    Committee on the Grant of Honours, Decorations and Medals Bill,—Mr Don Touhig accordingly presented a Bill to provide for parliamentary scrutiny of the Committee on the Grant of Honours, Decorations and Medals: And the same was read the first time; and ordered to be read a second time on Friday 17th October and to be printed [Bill 112].

4    Regulatory Enforcement and Sanctions Bill [Lords],—The Regulatory Enforcement and Sanctions Bill [Lords] was, according to Order, read a second time.

5    Regulatory Enforcement and Sanctions Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Regulatory Enforcement and Sanctions Bill [Lords]:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 1st July 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Alison Seabeck):—It was agreed to.

6    Regulatory Enforcement and Sanctions Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Regulatory Enforcement and Sanctions Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Regulatory Enforcement and Sanctions Bill [Lords], it is expedient to authorise—

    (1) the payment out of money provided by Parliament of any expenses of the Secretary of State attributable to the Act; and

    (2) any increase attributable to the Act in the sums payable under any other Act out of money so provided—(Alison Seabeck):—It was agreed to.

7    Regulatory Enforcement and Sanctions Bill [Lords] [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Regulatory Enforcement and Sanctions Bill [Lords] it is expedient to authorise—

    (1) the making of provision under the Act in relation to income tax, corporation tax, capital gains tax, stamp duty or stamp duty reserve tax in connection with any transfer under the Act of any property, rights or liabilities of the Local Better Regulation Office, and

    (2) the payment of sums into the Consolidated Fund—(Alison Seabeck):—It was agreed to.

8    Public Petitions,—A Public Petition from Draycott in the Moors Parish Council and the community of Draycott in the Moors, with the communities and Parish Councils of Checkley, Forsbrook, Fulford and Leigh relating to the A50 (Staffordshire) was presented and read.

9    Adjournment.
