4    European Committee B,—Mr Martyn Jones reported from European Committee B the following Resolution:

    That the Committee takes note of European Union Document No. 7210/08 and Addendum, Commission Report, Member States' replies to the Court of Auditors' 2006 Annual Report; and supports the Government's promotion of measures to improve the management of EC Budget funds across the EU.

5    Human Fertilisation and Embryology Bill [Lords],—The Order of the day being read, for the Second Reading of the Human Fertilisation and Embryology Bill [Lords];

    And a Motion being made, and the Question being put, That the Bill be now read a second time;

6    Human Fertilisation and Embryology Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Human Fertilisation and Embryology Bill [Lords]:

Committal

    1. The following shall be committed to a Committee of the whole House—

      (a) Clauses Nos. 4, 11, 14 and 23 and Schedule No. 2;

      (b) any new Clauses or new Schedules relating to the termination of pregnancy by registered medical practitioners.

    2. The remainder of the Bill shall be committed to a Public Bill Committee.

Proceedings in Committee

    3. Proceedings in Committee of the whole House shall be completed in two days.

    4. Those proceedings shall be taken on each of those days as shown in the first column of the following Table and in the order so shown.

    5. The proceedings on each of those days shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.

    6. Standing Order No. 83B (Programming committees) shall not apply to the proceedings in Committee of the whole House.

    8. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

    9. When the provisions of the Bill considered, respectively, by the Committee of the whole House and by the Public Bill Committee have been reported to the House, the Bill shall be proceeded with as if it had been reported as a whole to the House from the Public Bill Committee.

Consideration and Third Reading

    10. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    11. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    12. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    13. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Liz Blackman);

7    Human Fertilisation and Embryology Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Human Fertilisation and Embryology Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Human Fertilisation and Embryology Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of any expenditure incurred under or by virtue of the Act by a person holding office under Her Majesty or by a government department—(Ms Diana R. Johnson):—It was agreed to.

8    Human Fertilisation and Embryology Bill [Lords] [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Human Fertilisation and Embryology Bill [Lords] it is expedient to authorise the charging of fees by the Human Fertilisation and Embryology Authority—(Ms Diana R. Johnson):—It was agreed to.

9    Public Petitions,—Public Petitions from—

    (1) Mr Alan Scard and others relating to development and healthcare (Hampshire); and

    (2) residents of the United Kingdom relating to the Human Fertilisation and Embryology Bill

    were presented and read.

10    Adjournment.
