The House met at half-past Nine o'clock.

1    The Speaker's Absence,—The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sylvia Heal, the First Deputy Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The First Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    Motion to sit in private,—Mr Michael Fallon moved, That this House do sit in private.

    The Deputy Speaker put the Question forthwith, pursuant to Standing Order No. 163 (Motions to sit in private).

    The House divided.

      Tellers for the Ayes, Mr Christopher Chope, Stephen Pound: 0.

      Tellers for the Noes, David Howarth, Mr William Cash: 28.

    And it appearing on the report of the Division that fewer than forty Members had taken part in the Division, the Deputy Speaker declared that the Question was not decided.

4    Planning and Energy Bill,—The House, according to Order, proceeded to consider the Planning and Energy Bill, as amended in the Public Bill Committee.

    A Clause (NC1) (Insulation Standards)—(Mr Andrew Dismore)—brought up, and read the first time.

    Question, That the Clause be read a second time, put and negatived.

    Another Clause (NC3) (Microgeneration)—(Mr Andrew Dismore)—brought up, and read the first time.

    Question proposed, That the Clause be read a second time:—Clause, by leave, withdrawn.

    Amendment (No. 12) proposed to the Bill, in page 2, line 26, at the end, to insert the words—

    '(3) This Act shall come into force on such date as the Secretary of State shall appoint.'.—(Mr Andrew Dismore.)

    Question proposed, That the Amendment be made:—Amendment, by leave, withdrawn.

    The Bill was read the third time, and passed.

5    Foreign Nationals (Statistics) Bill,—The Order of the day being read, for the Second Reading of the Foreign Nationals (Statistics) Bill;

    And it being half-past Two o'clock, the Deputy Speaker interrupted the business.

    Ordered, That the Bill be read a second time on Friday 16th May.

6    Drugs (Roadside Testing) Bill,—The Order of the day being read, for the Second Reading of the Drugs (Roadside Testing) Bill;

    Ordered, That the Bill be read a second time on Friday 16th May.

7    Drugs (Reclassification) Bill,—The Order of the day being read, for the Second Reading of the Drugs (Reclassification) Bill;

    Ordered, That the Bill be read a second time on Friday 16th May.

8    Adjournment.

    Subject: Care home charges (Dr Vincent Cable).

    Resolved, That this House do now adjourn.—(Mr Frank Roy.)

    And accordingly, the House, having continued to sit till five minutes to Three o'clock, adjourned till Monday 12th May.
