The House met at half-past Two o'clock.

PRAYERS.

1    Transport for London Bill [Lords],—The Transport for London Bill [Lords] was read the third time and passed, with Amendments.

2    First Delegated Legislation Committee,—Mr Jim Hood reported from the First Delegated Legislation Committee the draft Business Protection from Misleading Marketing Regulations 2008 and the draft Consumer Protection from Unfair Trading Regulations 2008.

    Minutes of Proceedings of the Committee to lie upon the Table.

3    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords communicate that they have appointed a Committee of eleven Lords to join with the Committee appointed by the Commons to consider and report on the draft Constitutional Renewal Bill presented to both Houses on 25 March (Cm. 7342-II) and that the Committee should report on the draft Bill by 18th July 2008;

    They have ordered that the Committee have power to agree with the Committee appointed by this House in the appointment of a Chairman;

    That the Committee have power to appoint specialist advisers;

    That the Committee have power to adjourn from place to place within the United Kingdom;

    That the Committee have leave to report from time to time;

    That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House;

    That the evidence taken by the Committee shall, if the Committee so wishes, be published; and

    That the Committee meet with the Committee appointed by this House today at four o'clock in the Boothroyd Room, Portcullis House.

4    Criminal Justice and Immigration Bill (Programme) (No. 4),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Criminal Justice and Immigration Bill for the purpose of supplementing the Orders of 8th October 2007 and 11th October 2007 in the last Session of Parliament and 9th January 2008 (Criminal Justice and Immigration Bill (Programme), Criminal Justice and Immigration Bill (Programme) (No. 2) and Criminal Justice and Immigration Bill (Programme) (No. 3)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion at this day's sitting.

    2. The proceedings shall be taken in the order shown in the first column of the following Table.

    3. The proceedings shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.

5    Criminal Justice and Immigration Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the Criminal Justice and Immigration Bill.

    Lords Amendment No. 9.

    A Motion was made and the Question being put, That this House disagrees with the Lords in their Amendment—(Mr David Hanson);

The House divided.

So the Question was agreed to.

    The Lords Amendment was accordingly disagreed to.

    And it being more than one and a half hours after the commencement of proceedings on consideration of Lords Amendments the Deputy Speaker, pursuant to Orders [8th October 2007, in the last Session of Parliament and this day] put the Questions necessary to dispose of proceedings to be concluded at that hour.

    Amendment ((a)) was made to the words so restored to the Bill.

    Lords Amendment No. 301 was disagreed to.

    Amendment ((a)) was made to the words so restored to the Bill.

    Lords Amendment No. 327 was disagreed to.

    A Motion was made, and the Question being put, That this House disagrees with the Lords in their Amendment—(Maria Eagle);

    And it being four and a quarter hours after the commencement of proceedings on consideration of Lords Amendments the Deputy Speaker put the Question already proposed from the Chair:—It was agreed to.

The Lords Amendment was accordingly disagreed to. The Deputy Speaker then put the Questions necessary to dispose of the remaining proceedings to be concluded at that hour. An Amendment ((a)) was made to the Bill in lieu of Lords Amendment No. 115 disagreed to. Lords Amendment No. 173.

    A Motion was made, and the Question being put, That this House disagrees with the Lords in their Amendment—(Secretary Jack Straw);

    A Motion was made, and the Question being proposed, That this House agrees with the Lords in their Amendment—(Maria Eagle);

    And it being Ten o'clock, the Speaker put the Question already proposed from the Chair.

    Lords Amendments Nos. 1 to 8, 10 to 85, 92 to 114, 150 to 172, 174 to 284, 286 to 300, 302 to 326 and 328 to 348 were agreed to, the Commons being willing to waive their privileges in respect of Lords Amendments Nos. 92 to 95 and 304 to 306.

    A consequential Amendment ((a)) was made to the Bill.

    Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83H (Programme orders: reasons committee), That a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendments Nos. 173 and 285.

    That Mr Edward Garnier, Mr David Hanson, David Howarth, Mr Sadiq Khan and Lynda Waltho be members of the Committee;

    That Mr David Hanson be the Chairman of the Committee;

    That three be the quorum of the Committee; and

    That the Committee do withdraw immediately—(Mr Sadiq Khan):—It was agreed to.

6    Temporary and Agency Workers (Equal Treatment) Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Temporary and Agency Workers (Equal Treatment) Bill [Money];

    A Motion was made, and the Question being put, That, for the purposes of any Act resulting from the Temporary and Agency Workers (Equal Treatment) Bill, it is expedient to authorise—

    (1) the payment out of money provided by Parliament of any expenditure incurred under or by virtue of the Act by a Minister of the Crown or government department; and

    (2) any increase attributable to the Act in the sums payable out of money so provided under any other enactment—(Mr Pat McFadden);

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till to-morrow, pursuant to Standing Order No. 41A (Deferred divisions).

7    Criminal Justice and Immigration Bill,—Mr David Hanson reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Criminal Justice and Immigration Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 173 for the following Reason:

      Because it affects the arrangements relating to the making of payments out of public funds, and the Commons do not offer any further Reason, trusting that this Reason may be deemed sufficient.

    The Commons disagree to Lords Amendment No. 285 for the following Reason:

      Because it makes unnecessary provision.

    The Reasons were agreed to.

    Message to the Lords to communicate the said Reasons, with the Bill and Amendments.

8    Political Parties,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Electoral Administration Act 2006 (Regulation of Loans etc: Northern Ireland) Order 2008, which was laid before this House on 11th March, be approved—(Mr Alan Campbell):—It was agreed to.

9    Adjournment.
