PRAYERS.

1    Second Delegated Legislation Committee,—Mr Mike Weir reported from the Second Delegated Legislation Committee the draft Immigration (Registration Card) Order 2008.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Message from the Lords,—A Message was brought from the Lords, as follows:

    Climate Change Bill [Lords],—The Lords have passed a Bill to set a target for the year 2050 for the reduction of targeted greenhouse gas emissions; to provide for a system of carbon budgeting; to establish a Committee on Climate Change; to confer powers to establish trading schemes for the purpose of limiting greenhouse gas emissions or encouraging activities that reduce such emissions or remove greenhouse gas from the atmosphere; to make provision about adaptation to climate change; to confer powers to make schemes for providing financial incentives to produce less domestic waste and to recycle more of what is produced; to amend the provisions of the Energy Act 2004 about renewable transport fuel obligations; to make other provision about climate change; and for connected purposes; to which the Lords desire the concurrence of this House.

3    Climate Change Bill [Lords],—The Climate Change Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 97].

    Ordered, That the Explanatory Notes relating to the Climate Change Bill [Lords] be printed [Bill 97-EN].

4    Offshore Oil and Gas Industries (Health and Safety),—Ordered, That leave be given to bring in a Bill to make further provision to secure the health, safety and welfare of persons at work in offshore oil and gas industries; and for connected purposes: And that Mr Frank Doran, Miss Anne Begg, Mr Anthony Wright, Mr Kevan Jones, Mr Alistair Carmichael, Sir Robert Smith, Ms Dari Taylor, Andrew Miller, Mark Lazarowicz, Mr Russell Brown and Jim Sheridan do prepare and bring it in.

5    Offshore Oil and Gas Industries (Health and Safety) Bill,—Mr Frank Doran accordingly presented a Bill to make further provision to secure the health, safety and welfare of persons at work in offshore oil and gas industries; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 9th May and to be printed [Bill 93].

6    Counter-Terrorism Bill,—The Counter-Terrorism Bill was, according to Order, read a second time.

7    Counter-Terrorism Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Counter-Terrorism Bill:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on 15th May 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration and Third Reading shall be completed in two days.

    5. Proceedings on consideration (so far as not previously concluded) shall be brought to a conclusion one hour before the moment of interruption on the second day.

    6. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    7. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    8. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Liz Blackman):—It was agreed to.

8    Counter-Terrorism Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Counter-Terrorism Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Counter-Terrorism Bill, it is expedient to authorise the payment out of money provided by Parliament of—

    (1) any expenses of the Secretary of State under the Act, and

    (2) any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Liz Blackman):—It was agreed to.

9    Counter-Terrorism Bill [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Counter-Terrorism Bill, it is expedient to authorise—

    (1) provision requiring designated gas transporters to pay all or part of the costs incurred by the Secretary of State in connection with the provision of extra police services in or around certain gas facilities, and

    (2) the payment into the Consolidated Fund of—

      (a) any sums received by the Secretary of State under the Act, and

      (b) any increase attributable to the Act in the sums payable into that Fund under any other Act—(Liz Blackman):—It was agreed to.

10    Prisons,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Early Removal of Fixed-Term Prisoners (Amendment of Eligibility Period) Order 2008, which was laid before this House on 12th March, be approved—(Liz Blackman):—It was agreed to.

11    Prisons,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Early Removal of Short-Term and Long-Term Prisoners (Amendment of Requisite Period) Order 2008, which was laid before this House on 12th March, be approved—(Liz Blackman):—It was agreed to.

12    Fisheries,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Committees), That this House takes note of European Union Document No. 16071/07, European Court of Auditors Special Report No. 7/2007 on the control, inspection and sanction systems relating to the rules on conservation of Community fisheries resources; and supports the Government's aim of contributing positively to discussions for further improvements in fisheries management and control, thereby contributing to the long-term sustainability of fish stocks—(Liz Blackman):—It was agreed to.

13    Business of the House,—Ordered, That, at the sitting on Tuesday 22nd April, Standing Order No. 17 (Delegated legislation (negative procedure)) shall not apply to the Motion in the name of Simon Hughes relating to Immigration (House of Commons Paper No. 321).—(Liz Blackman.)

14    Public Petitions,—Public Petitions from—

    (1) local residents of Harrow Road, Queen's Park and neighbouring areas relating to Post Office closures (West London);

    (2) local residents of Little Venice, Maida Vale and neighbouring areas relating to Post Office closures (West London);

    (3) residents, employees in and visitors to Knaresborough relating to Post Office closures (Knaresborough); and

    (4) those concerned about the proposed closure of Oxbridge Lane Post Office relating to Post Office closures (Teesside)

    were presented and read.
