1    Canterbury City Council Bill,—A Bill to confer powers on Canterbury City Council for the better control of street trading and touting in the city of Canterbury, was read the first time; and ordered to be read a second time.

2    Leeds City Council Bill,—A Bill to confer powers on Leeds City Council for the better control of street trading in the city of Leeds, was read the first time; and ordered to be read a second time.

3    London Local Authorities (Shopping Bags) Bill,—A Bill to introduce in London a prohibition on the supply of certain bags by retailers, to confer powers upon local authorities in London to enforce the prohibition; and for related purposes, was read the first time; and ordered to be read a second time.

4    Northern Bank Bill,—A Bill to provide that the statutory right of Northern Bank Limited to issue bank notes shall transfer and apply to Danske Bank A/S; and for connected purposes, was read the first time; and ordered to be read a second time.

5    Nottingham City Council Bill,—A Bill to confer powers on Nottingham City Council for the better control of street trading in the city of Nottingham, was read the first time; and ordered to be read a second time.

6    Reading Borough Council Bill,—A Bill to confer powers on Reading Borough Council for the better control of street trading and touting in the borough of Reading, was read the first time; and ordered to be read a second time.

7    St Austell Market Bill,—A Bill to provide for the vesting of the undertaking of The Commissioners of St. Austell Markets and Fairs in St. Austell Market House CIC and for the continuance of that undertaking; to repeal the St. Austell Market Act 1842; and for connected purposes, was read the first time; and ordered to be read a second time.

8    Bournemouth Borough Council Bill [Lords],—The Order of the day being read for the Second Reading of the Bournemouth Borough Council Bill [Lords];

    Ordered, That the Bill be read a second time on Tuesday 29th January.

9    Manchester City Council Bill [Lords],—The Order of the day being read for the Second Reading of the Manchester City Council Bill [Lords];

    Ordered, That the Bill be read a second time on Tuesday 29th January.

10    Education and Skills Bill,—John Bercow reported from the Education and Skills Bill Committee:

    (1) That it had come to the following Resolution: That, subject to the discretion of the Chair, any written evidence received by the Committee shall be reported to the House for publication; and

    (2) certain Memoranda.

11     Health and Social Care Bill,—Mr Jim Hood reported certain Memoranda from the Health and Social Care Bill Committee.

12    Housing and Regeneration Bill,—Mr Roger Gale reported certain Memoranda from the Housing and Regeneration Bill Committee.

13    Planning Bill,—Mr Eric Illsley reported a Memorandum from the Planning Bill Committee.

14    European Standing Committee,—Mr Peter Atkinson reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 15869/07, Commission Communication, The Euro-Mediterranean Partnership—Advancing Regional Co-operation to Support Peace, Progress and Inter-Cultural Dialogue; and agrees that the Barcelona Process may have potential to help promote UK objectives, provided it focuses not on process but on effective delivery through partnership.

15    Football Spectators and Sports Grounds Bill,—Mr Russell Brown, supported by Alan Keen, John McFall, Mr John Leech, Bob Russell, Joan Walley, Mr Iain Duncan Smith, Mr John Greenway, Christine Russell and Jim Sheridan presented a Bill to amend the law relating to football banning orders and their enforcement; to confer further powers on the Football Licensing Authority and to amend its name; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 22nd February and to be printed [Bill 59].

    Ordered, That the Explanatory Notes relating to the Football Spectators and Sports Grounds Bill be printed [Bill 59-EN].

16    Climate Change (Sectoral Targets) Bill,—Colin Challen, supported by Mr Tim Yeo, Mr Michael Meacher, Andrew Stunell, Joan Walley, Peter Bottomley, David Howarth, John Battle, Paddy Tipping, Chris Huhne, Dr Desmond Turner and Dr Doug Naysmith presented a Bill to set sectoral targets relating to energy generation and consumption; to make provision for the sectoral targets to be met; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 22nd February and to be printed [Bill 62].

17    Online Purchasing of Goods and Services (Age Verification),—Ordered, That leave be given to bring in a Bill to make it a requirement for the providers of goods and services and the providers of specified facilities enabling the purchase of such goods and services to take reasonable steps, in certain circumstances, to establish the age of customers making such purchases remotely; and for connected purposes: And that Margaret Moran, Ms Sally Keeble, Kali Mountford, Judy Mallaber, Barbara Keeley, Fiona Mactaggart, Ian Stewart, Martin Salter, Lynda Waltho and Linda Gilroy do prepare and bring it in.

18    Online Purchasing of Goods and Services (Age Verification) Bill,—Margaret Moran accordingly presented a Bill to make it a requirement for the providers of goods and services and the providers of specified facilities enabling the purchase of such goods and services to take reasonable steps, in certain circumstances, to establish the age of customers making such purchases remotely; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 16th May and to be printed [Bill 57].

19    Energy Bill,—The Energy Bill was, according to Order, read a second time.

20    Energy Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Energy Bill:

Committal

    1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

    2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on 11th March 2008.

    3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Mr Sadiq Khan);

21    Energy Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Energy Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Energy Bill, it is expedient to authorise the payment out of money provided by Parliament of—

    (1) any expenditure incurred by the Secretary of State by virtue of the Act;

    (2) any expenditure incurred by the Gas and Electricity Markets Authority by virtue of the Act; and

    (3) any increase attributable to the Act in sums payable out of money so provided under another enactment—(Steve McCabe):—It was agreed to.

22    Energy Bill [Ways and Means],—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Energy Bill, it is expedient to authorise—

    (1) the levying of charges under or by virtue of the Act in connection with functions of the Secretary of State (including such functions which are transferred by virtue of the Act to another person);

    (2) the levying of charges by virtue of the Act in connection with the termination of licences relating to the storage of carbon dioxide;

    (3) the levying of charges by virtue of the Act in connection with costs incurred by the Gas and Electricity Markets Authority or the Northern Ireland Authority for Utility Regulation;

    (4) the imposition, by virtue of the Act, of charges under licences issued under the Electricity Act 1989 or the Gas Act 1986; and

    (5) the payment of sums into the Consolidated Fund—(Steve McCabe):—It was agreed to.

23    Police,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Police and Criminal Evidence Act 1984 (Codes of Practice) Order 2008, which was laid before this House on 17th December, be approved—(Steve McCabe):—It was agreed to.

24    Delegated Legislation,—Ordered, That the Radioactive Contaminated Land (Modification of Enactments) (England) (Amendment) Regulations 2007 (S.I., 2007, No. 3245), dated 12th November 2007, the Radioactive Contaminated Land (Modification of Enactments) (Wales) (Amendment) Regulations 2007 (S.I., 2007, No. 3250), dated 13th November 2007, the Radioactive Contaminated Land Regulations (Northern Ireland) (Amendment) Regulations 2007 (S.I., 2007, No. 3236), dated 12th November 2007, and the Radioactive Contaminated Land (Scotland) (Amendment) Regulations 2007 (S.I., 2007, No. 3240), dated 12th November 2007, be referred to a Delegated Legislation Committee.—(Steve McCabe.)
