6 Overview

conclusion, manufacturing's skill problems are concentrated around
particular industries and competencies. In some sectors, such
as metals, these problems are acute. At present, the skills system
is complex, confusing and often slow to respond to demand. We
recognise that the Government accepts these problems and we broadly
endorse the Government's approach to reforming the skills system.
Nevertheless, we have some reservations. In particular, the demand
for structural simplification of the training avenues available
cannot be ignored in the medium to long-term, and we believe there
to be a potential tension between setting high-level targets and
creating a genuinely responsive system to meet the needs of individual
sectors. Likewise, we believe that much more needs to be done
to promote careers in manufacturingpromoting science skills
alone is not enough; the image of the sector itself is a fundamental
problem that needs to be addressed.
