ANNEX 4 - ELECTORAL COMMISSION DEFINITIONS OF "COMPLETE" AND "ACCURATE"

The Commission's definitions of accuracy and completeness of electoral registers are as follows:

Completeness means:

  • that every person who is entitled to have an entry in an electoral register is registered
  • that no person not entitled to have an entry in an electoral register, including fictitious or dead persons, is registered
  • that all relevant fields are completed in relation to every entry on an electoral register[33]

Accuracy means:

  • that none of the required information relating to any person registered is false or incorrect, intentionally or otherwise.

In plain English, "completeness" therefore relates to ensuring that all eligible people are registered to vote, and that no ineligible people are registered. "Accuracy", meanwhile, relates solely to the accuracy of the information that exists on the register (i.e. without comment as to whether it should be on the register or not).
