Main Business   2   OPPOSITION DAY (1st allotted day) [Until 7.00 p.m.]    EU CONSTITUTION Mr Michael Howard Dr Liam Fox Mr Graham Brady Mr Keith Simpson Miss Anne McIntosh David Maclean     That this House, in the light of the rejection of the EU Constitution by the French and the Dutch people, urges the Government to make clear its intention not to ratify the EU Constitutional Treaty, and instead to pursue a policy of a more decentralised and deregulated Europe, better suited to serving the people of Europe.       As Amendments to Mr Michael Howard's proposed Motion (EU Constitution): The Prime Minister Mr Secretary Prescott Mr Chancellor of the Exchequer Mr Secretary Straw Mr Geoffrey Hoon Mr Douglas Alexander   Barry Gardiner           Line      1,      leave out from `House' to end and add `endorses the Statement of 6th June by the Secretary of State for Foreign and Commonwealth Affairs, which set out the Government's response to the results of the French and Dutch referenda on the EU Constitutional Treaty; recognises that discussions will now take place on the future of the Constitutional Treaty between European leaders collectively; and agrees that the EU should uphold the concept of subsidiarity and pursue greater flexibility and better regulation, and continue the contribution it has made to peace, democracy and prosperity over recent decades for the benefit of the people of Europe.'. Mr Douglas Hogg     Line      4,      at end add `and, recognising that, notwithstanding the results of the referenda in France and the Netherlands, the governments of France, Germany and Luxembourg are anxious to press ahead with the ratification of the treaty and recalling the government promise given by the Prime Minister and published in the Sun Newspaper on 13th May 2005 to hold a referendum on the treaty even if the French voted no on 29th May, further urges the Government to honour the Prime Minister's promise and to arrange an early referendum in the United Kingdom so as to enable the British people to contribute to the construction of an impregnable barrier to the ratification of the EU Constitutional Treaty.'.     The Selection of the matter to be debated this day has been made by the Leader of the Opposition (Standing Order No. 14(2)). Debate may continue until 7.00 p.m. +  3   REGULATORY REFORM [No debate] Ms Harriet Harman     That the draft Regulatory Reform (Execution of Deeds and Documents) Order 2005, which was laid before this House on 21st February, in the last Session of Parliament, be approved. The Regulatory Reform Committee has reported on the draft Order in its Seventh Report of Session 2004-05, HC 429, and on the proposal for an Order in its Fourteenth Report of Session 2003-04, HC 1271.
