15. Letter to the Chairman

Thank you for your letter of 28 October.
I can confirm that Capital One met with Seymour
Fortescue, Chief Executive of the Banking Code Standards Board
earlier this year, with a view to making an application to join
the Banking Code. We subsequently wrote to Mr Fortescue to advise
him of our intent to make the systems and procedural changes necessary
to subscribe to the code, and that we envisaged being in a position
to do so by July 2004. Mr Fortescue has noted this intention in
his annual report for 2002-03.
