Membership of the Speaker's Committee
The membership of the Speaker's Committee is determined
in accordance with the provisions of section 2 of the Political
Parties, Elections and Referendums Act 2000. The Committee consists
of nine members, three ex officio and six appointed for
the duration of the Parliamenta Member of the House of
Commons who is a Minister of the Crown with responsibilities in
relation to local government, appointed by the Prime Minister,
and five Members of the House of Commons who are not Ministers
of the Crown, appointed by the Speaker.
Since the Committee's last report, the membership
has been as follows:
Ex officio members
The Rt Hon Michael Martin MP, as Speaker of the House
of Commons, who is also the Chairman of the Committee, by virtue
of section 2(2).
By virtue of the provisions of sections 2(2)(a)

Committee of the House of Commons (until 27 January 2003[1])
The Rt Hon Alan Beith MP, as Chairman of the Committee
on the Lord Chancellor's Department (from 4 February 2003 until
11 September 2003) and as Chairman of the Constitutional Affairs
Committee (from 11 September 2003)

The Secretary of State for Transport, Local Government

1 On this day, the House established a Committee on
the Lord Chancellor's Department, which took over the functions
of the Home Affairs Committee in respect of scrutiny of that Department. Back

On this day, the Transfer of Functions (Transport, Local Government
and the Regions) Order 2002 (S.I. 2002/2626) came into force.
By virtue of Article 11 of the Order, this function was formally
transferred to the Lord Chancellor from that date. In practice,
the Lord Chancellor had assumed Ministerial responsibility for
electoral law in May 2002. Back
