PRIVATE MEMBERS' BILLS The ballot for Private Members' bills took place on Thursday 21 November 2002 (second sitting Thursday of the session). The 20 Members who were successful are listed below:
Private Members' Bills will be presented on 11 December 2002, the 5th sitting Wednesday of the session. The number after refers to position in ballot P Private Members' Bills (under SO No 57) T Private Members' Bills (under the Ten Minute Rule, SO No 23) L Private Members' Bills starting in the House of Lords Abbreviations: 1R First Reading: date of presentation (no debate at this stage except for Class T Bills, which have short introductory speeches) 2R Second Reading (the debate on the principle of the Bill) MR Money Resolution (normally taken after 2R: shown below only if taken at another time) SRC Second Reading Committee (2R taken in Committee: formal 2R in whole House next day unless otherwise stated) SGC/WGC Scottish or Welsh Grand Committee consideration of principle (equates with SRC) PC Programming Committee (sits in private) PSC Programming Sub-Committee (sits in private) Comm Committee Stage (the detailed examination of the Bill). If no committee is named (eg SC A) a committee of the whole House is indicated Comm** House of Lords Committee of the Whole House, taken in a committee room. (Indicates that there was no debate at committee stage in the House of Lords) OCD Order of Commitment discharged (no debate at committee stage in the House of Lords) Rep Report Stage (detailed review of the Bill as amended in committee) 3R Third Reading (final debate on the Bill) RS Remaining Stages (Report Stage and Third Reading taken on the same day) LA Lords' Amendments considered in the House of Commons CA Commons' Amendments considered in the House of Lords 1st(2nd)Scot SC 1st (2nd) Scottish Standing Committee GM Allocation of Time Motion (Guillotine motion) Prog Programme Motion PSelRep: Bill referred to a Select Committee; date refers to the date the Committee will report by [HL] Indicates a Bill which started in the House of Lords HYBRID BILL A Public Bill which affects the private interests of particular persons or corporate bodies as distinct from the private interests of all persons or bodies PROPOSED BILL Indicates that a motion for leave to bring in a Bill under the Ten Minute Rule (SO No 23) was negatived Prov 2R (Rep, 3R) Provisional date for 2nd Reading of a Bill etc. For Private Members' Bills (if set down for a Private Members Bill Friday) this is followed, by the position of the Bill in the order of business for that day, thus giving some indication of the likelihood of debate. Pri Private Asterisk means that proceedings were formal, with no debate Dropped - a day for the next reading has not been named or time has run out for the Bill to be considered Order for 2nd Reading lapsed - the Bill has not been printed, therefore does not appear on the order paper on the named day Withdrawn - Member in charge has withdrawn the Bill # - Member in charge has named a date for consideration which is not a Private Members' Bill Friday, therefore the Bill will not be debated. In order to save space, the list is in an abbreviated form. The title of the Bill is followed by the name of the Member and/or Peer sponsoring it. Under this, at the left hand margin, the letter denotes the type of Bill (see Legislation - General Notes). This is followed by the Bill number (or Bill numbers if it has been reprinted as amended, with the original first and the latest reprinting last).
