FORTHCOMING BUSINESS OF THE HOUSE OF LORDS25 NOVEMBER - 28 NOVEMBEREnquiries about Lords business may be put to the Lords Information Office 020 - 7219 3107 Monday 25 November (2.30pm) Oral Questions - Whether sufficient progress is being made towards the introduction of a legal requirement for all pre-packed foodstuffs sold to carry nutritional labelling (B. Oppenheim-Barnes); What the current policy is towards Iraq (L. Moynihan); Following the decision of the European Court of Justice on 8th November that bilateral agreements on air traffic between individual member states and the United States are illegal, what action is proposed to support the European Commission in future negotiations on behalf of the European Union to ensure equitable rights for European Union registered airlines to operate to and within the United States (L. Berkeley); What steps are proposed to remind local councils of their statutory duty to provide allotments, in view of the recent decision not to include a specific mention of this in Planning Policy Guidance Note 17 (L. Beaumont of Whitley). Debate - Motion to resolve that it is the opinion of this House that, subject to the requirements of business, in 2003 the summer recess should begin not later than the middle of July and the House should sit for two weeks in September. Delegated Legislation - Functions of Traffic Wardens (Amendment) Order 2002; Release of Short Term Prisoners on Licence (Amendment of Requisite Period) Order 2002. Legislation - Arms Control and Disarmament Bill [HL] - (second reading). Tuesday 26 November (2.30pm) Oral Questions - Whether there are plans for an alternative regime to encourage compliance with the Biological Weapons Convention if the 5th Review Conference fails to reach agreement on a monitoring protocol (L. Archer of Sandwell); Whether there will be further clarification of the use to which the Private Finance Initiative can be put (L. Barnett); Whether the five economic tests for entry into the euro include the exchange rate for sterling at which the United Kingdom would enter (L. Blaker); What is the future of the Dome (B. Seccombe). Legislation - Licensing Bill [HL] - (second reading). Wednesday 27 November (2.30pm) Oral Questions - How many fast track visas for skilled workers have been issued for people to work in the National Health Service and what National Health Service criteria are considered essential for such a visa (B. Gardner of Parkes); What action is proposed, in view of the fact that, outside London, bus passenger numbers have declined by 1.5 per cent for the last year for which figures are available, whilst the targets set in the ten year plan predicted an increase (B. Scott of Needham Market); What representations have been made to the People's Republic of China about the future implementation of powers under Article 23 of the Hong Kong Basic Law (B. Williams of Crosby). Debate - The financial situation of British universities (L. Baker of Dorking). Thursday 28 November (11.00am) Oral Questions - Whether legislation will be introduced to require all coaches to be fitted with seat belts for both drivers and passengers and all drivers and passengers to be required to wear these seat belts (L. Janner of Braunstone); What measures are intended to be introduced to encourage the growth of the private sector in healthcare (L. Lamont of Lerwick); Whether the health needs of asylum seekers who have entered the United Kingdom are being met (L. Astor of Hever). Debate - Iraq (B. Symons of Vernham Dean).
