Select Committee on Science and Technology Written Evidence

Annex

September 2002

  Dear Mr Chandler

I have recently been forwarded a copy of your letter regarding Security Floodlights/Light Pollution, originally sent to Homebase Customer Relations. They have very kindly sent a copy to me for information.

Firstly, I'd like to thank you very much for taking the time to write on this issue—you are obviously very well informed on the subject, and the points you make are in general appropriate.

As Micromark's representative, I obviously cannot comment for Homebase's policy on in-store/online information, but I can assure you that Micromark are very aware of the light pollution and energy efficiency initiatives. These are obviously very important issues in this product sector and as such we are obliged to keep abreast of them. We are very familiar with the work of the Campaign for Dark Skies group and also the ILE on Light Pollution and we have also been working with the Energy Saving Trust on developing more energy efficient offerings.

On the issue of Light Pollution, we have taken advice from the above-mentioned groups in order to provide simple concise information for the consumer—which for the products you viewed in Homebase, is contained on the product instructions rather than on the product box. We chose to put the information here as we felt it was important that these issues were considered during the installation of the product. In order to do the subject justice, it needed more room than we have available on the box in our current design.

I do however take on board your point that those concerned with this issue may choose to open product boxes to read this information before purchase, which may disrupt product displays for later customers in-store. This is a point that I will ensure is considered on all future packaging development.

In the meantime, I will discuss with Homebase the possibility of providing more customer information in-store which will address the issue of "Which floodlight is right for me?", and take into account many of the issues you raise.

I would like to assure you that Micromark are embracing these issues and are striving to develop more products that take the product offerings in the market to the next stage.

One example of Micromark's development in this area is the EvolutionTM energy saving floodlight. Launched in 2000, this is the only floodlight currently approved by the Energy Saving Trust. This combines a 100W halogen security floodlight with an additional energy saving lamp. This gives a more energy efficient security light with the added benefit of an all night ambient light for extra comfort if desired. The product box for this product contains clear information about light pollution and energy efficiency. This product is not however stocked by Homebase.

I would also like to assure you of our continued appreciation of home security issues. We are working closely with National Neighbourhood Watch and Crimestoppers to improve consumer education in this area—indeed we are sponsoring National Home Security Week this year (21-28 October 2002). The correct placement of security lighting will be included in some of the material produced for this event.

Once again, thank you for taking the time to write on this matter. I agree with you that there is still much progress to be made on educating the public on this area, and assure you of our continued intention to address these matters.
