My deep concern is light pollution and the dreadful
waste of energy in respect of our world's limited and shrinking
supply of fossil fuels. We are now all familiar with upward directed
and wasted light which we see with every night time air flight
we take. For guidance on efficient external lighting I refer you
to the Institution of Lighting Engineers telephone 1788 576492.
Please also remember overt luminance of commercial and residential
security lighting which provides deep shadows for criminals to
hide.
Legislation to control waste of energy in all
its forms is now necessary. As a major civilised country the United
Kingdom has an imminent duty to mankind to be wise for the future
inhabitants of our planet for which they will thank us. Such legislation
is already in the making within local UK authorities (and is already
in force the Czech Republic) such as the new Worthing Local Plan
Review of the Worthing Borough Council, due to be published in
2003 which contains relevant material in respect of light pollution
matters under sections PC5, PC7 and PC8.
