Pesticides Safety Directorate
Mr. Martyn Jones: To ask the Minister of Agriculture, Fisheries and Food what targets he has set the Pesticides Safety Directorate for 2001-02. [161116]
Mr. Nick Brown: I have set the Pesticides Safety Directorate the following performance targets for 2001-02.
- Service Quality
- To deliver the throughput of applications and processing times set out in the Plan.
- To deliver high quality policy advice to Ministers and positively respond to their policy objectives.
- To deliver high quality scientific work.
- To implement a quality scheme: the objective will be to provide a framework that enables an improvement in quality, efficiency and consistency (verified by customer satisfaction results).
- Efficiency
- To achieve efficiency savings of 2 per cent. in administration costs.
- Financial Control
- To recover from industry and Government the full economic cost (calculated according to resource principles) of its service.

Central Science Laboratory
Mr. Martyn Jones: To ask the Minister of Agriculture, Fisheries and Food what targets he has set the Central Science Laboratory for 2001-02. [161114]
Mr. Nick Brown: I have set the Central Science Laboratory the following performance targets for 2001-02.
- Financial control
- To recover the full economic costs of operation on a resource accounting basis, recognising the normal costs of operation.
- Efficiency
- To deliver the efficiency targets set out in the Business Plan.
- Achieve a ratio of 79:21 or better of direct fee-earning staff in relation to total overhead staff.
- Achieve a minimum of £73,000 income per fee earner.
- Achieve a minimum of £21,000 non-MAFF income per fee earner.

- Quality and service delivery
- To achieve a minimum of 85 per cent. of project milestones in MAFF commissioned projects.
- To achieve a mean score of 3.7 on a scale of 0 to 5 for the assessment of customer satisfaction using the revised methodology.
- To implement a new financial system by March 2002.
- To manage the Agency in an effective manner.
Dispensing Review
Mr. Martyn Jones: To ask the Minister of Agriculture, Fisheries and Food when he will publish the report of the independent review of dispensing by veterinary surgeons of prescription-only medicines. [161127]
Mr. Nick Brown: I am grateful for the work of the team led by Sir John Marsh in producing a comprehensive report. I am pleased to announce that their Report has been published today and a copy placed in the Library of the House. The recommendations contained in the report will need to be considered carefully by the new Administration before a full response can be made.
Throckmorton Burial Site
Mr. Luff: To ask the Minister of Agriculture, Fisheries and Food (1) if it is his policy to dispose of carcases from Devon at the Throckmorton airfield site; and if he will make a statement; [159270]
- (2) when he will provide a substantive reply to the questions from the hon. Member for Mid-Worcestershire, to which he has received holding answers, relating to aspects of the disposal of carcases at Throckmorton airfield. [160110]
Ms Quin: There are no plans to dispose of carcases from Devon at Throckmorton airfield.

NORTHERN IRELAND
Paramilitary Violence
Mr. McNamara: To ask the Secretary of State for Northern Ireland how many Loyalist paramilitary groups are involved in preparing, commissioning and conducting attacks upon perceived Catholics, Nationalists and Republicans and their property; if he will list the geographical areas in which each group has centred its activity and indicate the paramilitary origin or predecessor organisation of each group; and what his estimate is of the number of active Loyalist paramilitary group affiliates. Mr. Ingram: The indications are that such attacks are attributable to each of the main Loyalist paramilitary groupings, their associates or sympathisers. Unfortunately, these attacks have occurred throughout the Province but primarily occur within the major conurbations. It is not possible to be definite about the numbers attached to each grouping.
