Care has been taken to ensure this is a fair assessment of
schemes to reopen lines and stations in the urban areas of all
Britain's major cities. As a result of rail privatisation the
cost of opening new stations rose sharply after the 1993 Act.
Therefore all stations are based on an average £1 million
1998 cost. Electrification schemes which simply changed the form
of traction are not included. Most of the major schemes (including
the Leeds Supertram) include the cost of Rolling Stock. Some schemes
include private funding particularly Heathrow Express which is
fully privately funded. The Glasgow underground rebuilding is
included because it was a major scheme and without it would have
closed. The 1998 costs of previous major schemes are based on
the cost published at the time of opening adjusted in line with
the official RPI. Inverse Index figures are 1975-5.6, 1978-3.34,
1984-1.81, 1988-1.55, 1994-1.12 and 1998-1.
