HOME OFFICE CIRCULARS[8] ON DISCLOSURE OF CRIMINAL RECORDS

HOC 44/86

  Protection of children: Explained the new procedures for checking with local police forces the possible criminal background of those who applied to work with children. The arrangements applied to local authority paid staff and volunteers engaged in the care of children, and others such as registered childminders and foster parents caring for children boarded out with them.

HOC 45/86

  Protection of children: Consolidated and superseded existing guidance on the disclosure of convictions and related information; gave effect for new arrangements for checks on those with substantial opportunities for access to children.

  Schedule 1: Groups to be vetted

  Schedule 2: Groups in respect of whom ongoing reporting of convictions should be carried out.

  Protection of children: Explained the new procedures for checking with local police forces the possible criminal background of NHS staff and volunteers who applied to work with children. These arrangements were limited to children needing relatively lengthy in-patient care.

  Protection of children: Revised joint circular HOC 44/86: changes included:

    —  scope extended to Non-Metropolitan District Councils;

    —  clearer guidance to local authorities about the posts which should/should not be subject to checking;

    —  guidance on obtaining checks on agency/contract staff;

    —  guidance about advice to be given to prospective applicants; and

    —  revision of policy about need to check certain students.

  Protection of children: Revised the guidance in joint circular HOC 44/86 etc., the main changes being described in covering circular 101/88.

  Protection of children: Announced the establishment of pilot schemes to make checks available to voluntary organisations.

  Protection of children: Home Office/Department of Education and Science re-issue/update guidance to proprietors of independent schools in England and Wales.

HOC 22/91

  Introduced procedures for checking background of applicants for registration as owners or managers of residential care homes, nursing homes and mental nursing homes, and applicants for managerial posts in local authority care homes.

HOC 85/91

  Introduced procedures for checking background of civilian fine enforcement officers in magistrates' courts.

HOC 13/92

  Introduced procedures for checking applicants for Hackney carriage and private hire vehicle drivers' licences. These arrangements stemmed from Section 47 of the Road Traffic Act 1991.

HOC 117/92

  Protection of children: Updated guidance on checks in the voluntary sector contained in HOC 58/89. The main change from previous arrangements was that checks would only be made in respect of the most sensitive posts.

  Protection of children: Arrangements in respect of FE Colleges and VI Form Colleges, Independent and Grant-Maintained schools.

HOC 47/93

  Protection of children: Replaced arrangements introduced in July 1986 and revised in December 1988. Revised guidance in earlier circulars on arrangements for vetting: employees or volunteers directly engaged by statutory local bodies and self governing (grant maintained) schools, independent schools and further education establishments. (Includes arrangements in respect of registered (private) children's homes and staff employed by contractors).

HOC 42/94

  Protection of children: arrangements in respect of national voluntary organisations which are members of the Voluntary Organisations Consultancy Service (VOCS). Revised and cancelled HOC 117/92 and 58/89.

HOC 46/94

  Protection of children: NHS Trusts—following changes in structure and management of NHS, arrangements to enable NHS employing bodies to continue to obtain police checks on those who apply to work with children.

HOC 43/97

  Protection of children: issued to local authorities under S.7 of Local Authorities Social Services Act 1970—arrangements in respect of staff working in registered private children's homes and small unregisterable children's homes.
