Select Committee on Scottish Affairs Second Report

Letter from to the Clerk of the Scottish Affairs Committee Select Committee from The Scottish Office. (10.11.98)

We spoke a few days ago about a couple of matters you need to resolve before you put to the Committee a final draft version of the above report. Firstly, you wanted further clarification of an answer given by my Secretary of State on 29 October in reply to Question 83. The following is the up to date position:

"The Scottish Assigned Budget (in effect the successor to the current block) will be determined in accordance with published rules agreed between the Scottish executive and the Treasury. These rules will be based on the Barnet Formula. Once the figure is agreed the Secretary of State will be responsible for paying the grant to the Scottish executive".

Secondly, during his evidence on 1 July Mr McLeish agreed to provide additional information on costs and staffing of the Parliament and of the Scottish Executive and some information on the role of the Judicial Committee of the Privy Council. I attach supplementary information on these issues.
