  1. The Government welcomes the Report of the House of Commons Defence Committee on the Army Terms of Service (Amendment) Regulations 1996 (S.I. 1996 No. 2973). The Committee's observations have been noted.

  2. The Committee recommended that no use of Military Local Service Engagements other than Guarding should be made under these Regulations until the House has had an opportunity to debate the proposal on a substantive motion. The Government accepts this recommendation.
