Cyclist Accidents

Mr. Peter Bottomley: To ask the Secretary of State for the Environment, Transport and the Regions how many pedal cyclists aged (a) 0 to 15, (b) 16 to 59 and (c) 60 years and above have been (i) killed and (ii) seriously injured in accidents involving (1) cars, (2) goods vehicles, (3) other cyclists and (4) motorcycles in each of the last available five years. Rate and Rent Arrears

Mr. Burstow: To ask the Secretary of State for the Environment, Transport and the Regions if he will list the figures for arrears to date in London boroughs of Hackney, Islington, Lambeth and Southwark in respect of (a) domestic rates, (b) community charge, (c) council tax and (d) rents; and what are the average figures for Inner London boroughs. [38237]

Mr. Raynsford: Information on outstanding arrears with respect to domestic rates is not available.

Information on community charge and cumulative council tax arrears for local authorities is not collected

centrally. However, the Chartered Institute of Public Finance and Accountancy (CIPFA) regularly publish estimates for individual authorities. The information shown is provisional and relates to the position at 31 March 1997, and will be available in their Revenue Collection Statistics 1996-97 publication which is expected to be available from May 1998.

The information on rent arrears is based on information provided by the London boroughs on their Housing Subsidy Claim returns.

Average figures on community charge and council tax arrears for Inner London boroughs are not available as information has not been received from all inner London boroughs.

(13) Comparisons of amounts of arrears can be misleading as authorities' figures reflect decisions about when to write off arrears, and the amounts of debts debited.

(14) It would not be meaningful to attempt to provide an average rent arrears figures for the Inner London boroughs. We have instead provided the total cumulative rent arrears for all the Inner London boroughs, together with this figure expressed as a percentage of their rent roll.

Mr. Burstow: To ask the Secretary of State for the Environment, Transport and the Regions if he will list the annual rates of sickness absence for employees of the London boroughs of (i) Hackney, (ii) Islington,

Tesco Planning Application

Mr. Clifton-Brown: To ask the Secretary of State for the Environment, Transport and the Regions for what reasons the Government Office for the South West issued an article 14 (General Development Procedure) Order in respect of the Tesco supermarket site application in Tetbury, Gloucestershire (Ref No. CT 0547/3/R); and what timescale is envisaged for determining this order. [38320]

Mr. Caborn: An article 14 directive was issued in order to allow the Secretary of State time to consider whether the application should be referred to him for his determination and to prevent permission being granted until he has done so. No timescale has been set but the decision will be taken as quickly as possible.
