Ms Church: To ask the Secretary of State for Northern Ireland, pursuant to his answer of 11 November, Official Report, column 69, what were the proposed annual savings for the nine IT projects in the bands above and including £1 million to £2 million, undertaken since 1992; and what have been the realised annual savings. [6711]
Sir John Wheeler [holding answer 28 November 1996]: The information is not available in the form requested. However, the available information is listed:
| Cost band (£ million) | Number of IT projects | Proposed savings (£ million) | Realised savings (£ million) |
|---|---|---|---|
| 1-2 | 2 | 0.959 | (23)0.441 |
| 3 | 8 | (24)-- | |

(23) In addition to unquantifiable productivity gains.
(24) Implementation of project not yet complete, therefore realised savings not available.
(25) Information not readily available. To provide the information would incur disproportionate cost.
Appointments
Mr. McGrady: To ask the Secretary of State for Northern Ireland if he will list the party political affiliations of the appointments which he made to statutory bodies and boards (a) between 1 April 1986 and 31 March 1996 and (b) 1 April and 1 July 1996. [9157]
Sir John Wheeler [holding answer 16 December 1996]: Information on the party political affiliation of those appointed to statutory bodies and boards during the period in question is not available. This information will, however, be available in the future for those persons appointed to bodies which fall within the remit of the Northern Ireland Commissioner for Public Appointments, in line with the terms of the commissioner's guidance published on 1 July 1996.
17 Dec 1996 : Column: 556
Mr. McGrady: To ask the Secretary of State for Northern Ireland if he will list each appointment which he made to statutory boards and bodies between 1 April 1986 and 31 March 1996, the length of time of each of the appointments and the remuneration paid in respect of each appointment; and how many of the appointments were of members of political parties. [9156]
Sir John Wheeler [holding answer 16 December 1996]: To identify each appointment made and the remuneration level involved over a 10-year period would incur disproportionate costs. Current remuneration levels are, however, set out in "Public Bodies 1995", a copy of which is available in the Library of the House. Information is not available on the number of appointees during the period from April 1986 to March 1996 who were members of political parties.
Prisoners
Mr. Madden: To ask the Secretary of State for Northern Ireland (1) what estimate he has made of the number of drug dependent prisoners currently detained in prisons in Northern Ireland; and if he will make a statement. [9201]
- (2) for what reasons women convicted of terrorist offences are routinely strip-searched when leaving or returning to prison from periods of parole; and how many women prisoners were strip-searched in each of the last five years; [9171]
(3) what representations he has received in respect of discrimination against women convicted of terrorist offences. [9280]
Sir John Wheeler [holding answer 16 December 1996]: Responsibility for the subjects in these questions has been delegated to the Prison Service under its chief executive, Mr. Alan Shannon. I have asked him to arrange for a reply to be given.
Letter from Alan Shannon to Mr. Max Madden, dated 16 December 1996:
| Average female population | Number of female committals | |

| 1996 to 31st October 1996 | 30 | 169 |
| 1995 | 35 | 159 |
| 1994 | 41 | 198 |
| 1993 | 40 | 158 |
| 1992 | 41 | 166 |
As to the question of representations made to the Secretary of State, I regret we do not keep statistics in a form which would enable us to answer it.
I hope that this information is helpful.
HEALTH
"New Labour's Public Expenditure Plans"
Mr. Derek Foster: To ask the Secretary of State for Health what costs quoted in the document, "New Labour's Public Expenditure Plans" were prepared in his Department; what detailed assumptions and interpretations were provided to officials in his Department to enable preparation of each cost; and what was the total cost to public funds of preparing each estimate. [6345]
Mr. Horam: The Department of Health, in conjunction with Her Majesty's Treasury, prepared factual material relating to costings published in "New Labour's Public Expenditure Plans" numbered 56 to 63. The detailed assumptions and interpretations that were provided to officials are set out in my right hon. Friend the Chief Secretary's reply to the hon. Gentleman of today. It is not the normal working practice to keep a record of the time spent in providing factual information to Ministers and it is not therefore possible to offer a reliable estimate of the costs involved.
Family Health Services
Mr. Fabricant: To ask the Secretary of State for Health what plans he has for the future of family health services. [9495]
Mr. Dorrell: The Government today publish a White Paper, "Primary Care: Delivering the Future", which responds to many of the issues raised in the primary care debate launched by the Government last year. It sets out practical proposals to improve further the quality and accessibility of primary care services and to offer improved development and career opportunities for the professionals who work in them. "Primary Care: Delivering the Future" complements the proposals set out in the recent White Paper, "Primary Care: Choice and Opportunity". Copies of both White Papers are available in the Library.
Secure Accommodation (Young People)
Mr. Alex Carlile: To ask the Secretary of State for Health (1) how many young people were being held in local authority secure accommodation (a) on criminal grounds and (b) on care grounds by age and by gender on the latest date for which figures are available; and if he will make a statement; [9123]
17 Dec 1996 : Column: 558
- (2) how many young people in local authority secure accommodation on criminal grounds were (a) on remand, (b) sentenced under section 52(2) of the Children and Young Persons Act 1993 and (c) held on other grounds, on the last date for which figures are available. [9083]
Mr. Burns: I refer the hon. Member to table D in "Children Accommodated in Secure Units year ending 31 March 1996, England" A/F 96/21, copies of which are available in the Library. Information on which part of section 53 of the Children and Young Persons Act 1933 under which a young person is detained is not collected centrally.
Renal Services (Greater Manchester)
Mr. Alfred Morris: To ask the Secretary of State for Health what response has been received from the South Manchester University Hospitals NHS trust to the consultation document on the future of renal services in Greater Manchester; when he expects a decision to be announced; and if he will make a statement. [9180]
Mr. Horam: The response from South Manchester University Hospitals NHS trust is one of many responses to consultation which West Penine health authority is evaluating. The right hon. Member may wish to approach Mr. P. Hadfield, chairman of the trust, or Mr. J. S. Downs chairman of West Pennine health authority, for further details. The lead purchaser will present its evaluation to the seven participating health authorities in mid-January 1997. Members of each authority will then be given the opportunity to consider the proposals further.
